About this file

This is a Subcontractor Summary Spreadsheet instruction document from the City of St. Petersburg, Florida, applicable to the Armored Collection Services contract opportunity. The document serves as a mandatory worksheet that prime contractors must complete and submit with their bids. It establishes the framework for identifying all intended subcontractors, including their names, business addresses, contact information, trade classifications, and subcontract amounts. The spreadsheet requires bidders to identify whether subcontractors are Small Business Enterprises (SBE) or Minority/Women Business Enterprises (MWBE), and to designate whether each subcontractor is a first-tier or second-tier entity. The document specifies that subcontractors cannot be changed or substituted after contract award and the pre-construction meeting without documented justification, such as contractor failure to execute agreements at specified prices, lack of proper licensing, bankruptcy, ineligibility, performance failures, or substantial project delays.

The spreadsheet includes specific provisions requiring that any SBE subcontractors used to meet SBE percentage requirements must be replaced with another SBE subcontractor if substitution becomes necessary, unless the prime contractor demonstrates that SBE requirements are being met through alternative means. Restrictions on subcontracting percentages and multi-tier subcontractor use do not apply to FDOT LAP or federally funded projects. The form provides fields for tracking additions and deletions of subcontractors with corresponding reason codes and requires approval from the City's Contracts Compliance Manager. Bidders who do not intend to use subcontractors must provide a written statement to that effect on the subcontractor list submission.
