About this opportunity

The City of Phoenix Finance Department is seeking sealed offers for comprehensive armored car services across multiple city departments through a five-year contract commencing on or about July 1, 2026, with two optional one-year extensions. The solicitation requires a qualified contractor to provide scheduled secure pick-ups and delivery of sealed bank deposits, parking coin cans, validated deposit slips, coinage, and currency from 29 different city locations including Police, Public Works, Fire, Finance, Transit, Parks, Aviation, Municipal Court, and Library departments. Contractors must have been in operation for a minimum of five years providing armored car services and be approved vendors with JP Morgan Chase Bank N.A. and Wells Fargo Bank N.A. A non-mandatory pre-offer conference is scheduled for December 2, 2025, at 9:00 AM via WebEx, with written inquiries due by December 8, 2025, at 3:00 PM, and sealed offers due December 22, 2025, at 3:00 PM through the City's OpenGov Procurement Portal. The evaluation criteria will be weighted as follows: Method of Approach (40%), Company History, Experience and Qualifications (30%), References and Past Performance (15%), and Pricing Proposal (15%), with award made to the most responsive, responsible offeror offering the best value.

The solicitation includes robust Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan requirements, mandating contractors track and report all participation involving DBE and small business entities through various procurement methods. Contractors must demonstrate good faith efforts to promote DBE participation by contacting DBE suppliers, identifying opportunities through the Arizona UTRACS database, and actively soliciting services from disadvantaged businesses. Insurance requirements are substantial, including Commercial General Liability ($5,000,000), Automobile Liability ($2,000,000), Workers' Compensation, Crime Insurance ($1,000,000), and Professional Liability ($1,000,000). A performance surety bond of $20,000 is required upon award. Estimated monthly pickup amounts vary significantly across departments, ranging from $1,000 to $5,454,980, indicating a complex and high-value contract. Pricing must remain firm and fixed for the initial two years, with potential annual price increase requests permitted thereafter. Contractors must comply with federal regulations including Bank Secrecy Act (BSA) and Financial Crimes Enforcement Network (FinCEN) requirements, and submit detailed documentation of DBE participation through the City's Certification and Compliance System.
