About this opportunity

The City of Lubbock, Texas is soliciting proposals under RFP 27-20062-KM for armored car services, covering the receipt, transport, and delivery of sealed or locked shipments of currency, coins, checks, securities, and other valuables to designated City locations. The RFP sets the proposal due date at December 3, 2026, at 3:00 p.m., while the posting record lists December 1, 2026. Proposals may be submitted electronically through Bonfire or in hard copy to the Director of Purchasing and Contract Management.

Contractors must carry $1 million commercial general liability per occurrence, $1 million automobile liability, and $500,000 workers' compensation per occurrence, with the City named as additional insured and waivers of subrogation required. Proposals become City property on receipt and are subject to the Texas Public Information Act.

The City does not guarantee any specific volume, minimum, or maximum. The initial term is one year, with four optional one-year renewals that renew automatically unless either party gives 90 days' written notice of termination. Either party may also terminate on 30 days' written notice. Pricing is guaranteed for six months after City approval. Thereafter, rates may be adjusted for changes in the Consumer Price Index or Product Price Index at the City's discretion, and contractors must provide quarterly documentation to justify each adjustment or rates revert to the initial awarded rate.

Evaluation weights are qualifications and experience (30 points), demonstrated system reliability (25 points), cost (25 points), and references (20 points).
