About this opportunity
The City of Santa Fe, through its Central Purchasing Division and Santa Fe Regional Airport, is soliciting qualification-based sealed proposals for a principal consultant to provide comprehensive Architect and Engineering (A/E) Services for airport infrastructure improvements. The project encompasses designing rental car parking facilities for three on-site agencies, including customer service areas, dedicated offices, vehicle wash/detail bays, and an east parking lot expansion featuring numbered public parking spaces, lighting, security cameras, pedestrian pathways, and access-controlled vehicular circulation. The scope of work is divided into five sequential phases: Preliminary, Design, Bidding/Negotiation, Construction, and Project Closeout. Evaluation will be conducted using a point-based system across four categories: Organizational Experience (300 points, 30%), Organizational References (200 points, 20%), Mandatory Specifications (400 points, 40%), and Oral Presentations (100 points, 10%). Key dates include a non-mandatory site visit on January 22, 2026, at 10:00 AM, a written questions deadline of February 6, 2026, proposal submissions due February 20, 2026, at 3:00 PM, and anticipated contract award on March 30, 2026.
The procurement process will ensure compliance with Disadvantaged Business Enterprise (DBE) participation goals and is governed by the New Mexico State Procurement Code. Offerors must be registered in New Mexico as architects or engineers, possess valid A/E licenses, and demonstrate at least two years of experience in FAA airport development projects. Mandatory requirements include providing four examples of similar projects completed within the past decade, progress report examples from state-funded projects, and comprehensive documentation including Campaign Contribution Disclosure Forms, Conflict of Interest Statements, and Non-Collusion Affidavits. The contract will be funded through State of New Mexico legislative appropriations and local funds from the Santa Fe Regional Airport, with funding contingent upon continued appropriation availability. Local businesses can receive up to 6% additional points in evaluation, though this preference does not apply to federally, state, or grant-funded procurements. While no specific budget range was explicitly stated, the comprehensive nature of the project suggests a significant infrastructure investment for airport facilities improvement.
