About this file

This email document reflects the decline of a First Right of Refusal opportunity extended by the City of Santa Fe, New Mexico, through its Central Purchasing Division and Santa Fe Regional Airport, to Horizons of New Mexico for Architect and Engineer (A/E) Services. The project involves designing rental car parking facilities for three on-site agencies and expanding the east long-term parking lot with numbered spaces, lighting, security cameras, pedestrian pathways, and vehicle circulation systems. The scope of work is organized into five sequential phases: Preliminary, Design, Bidding/Negotiation, Construction, and Project Closeout. Key project dates include a non-mandatory site visit on January 22, 2026, a written questions deadline of February 6, 2026, proposal submissions due February 20, 2026, at 3:00 PM, and anticipated contract award on March 30, 2026. Matt Loehman, Executive Director of Horizons of New Mexico, declined the opportunity in his January 10, 2026 response to Sebastian Gallegos, Project Manager at Santa Fe Regional Airport.

The procurement is conducted under the New Mexico State Procurement Code and uses qualification-based sealed proposals with a point-based evaluation system assessing Organizational Experience (300 points, 30%), Organizational References (200 points, 20%), Mandatory Specifications (400 points, 40%), and Oral Presentations (100 points, 10%). The contract will be funded through State of New Mexico legislative appropriations and local funds from Santa Fe Regional Airport, with funding contingent upon continued appropriation availability. Offerors must be registered in New Mexico as architects or engineers with valid licenses and demonstrate at least two years of FAA airport development project experience. Local businesses can receive up to 6% additional evaluation points, though this preference does not apply to federally, state, or grant-funded procurements. Mandatory submission requirements include four examples of similar projects completed within the past decade, progress report examples from state-funded projects, Campaign Contribution Disclosure Forms, Conflict of Interest Statements, and Non-Collusion Affidavits.
