About this opportunity
The Florida Department of Management Services is soliciting bids to establish a statewide term contract for agriculture and lawn equipment under ITB 26-25101900-ITB, with responses due September 1, 2026 at 2:00 PM Eastern Time and public bid opening at 2:30 PM the same day. The Department intends to make multiple statewide awards but reserves the right to award to one or multiple bidders by region or make no award.
Florida-based businesses receive a preference equal to any preference granted by the out-of-state bidder's home state, or a minimum five percent preference if the lowest bidder's state does not grant such preference. Additionally, when equal bids meet price, quality, and service criteria, the Department will apply a statutory preference to bidders submitting a Drug-Free Workplace Certification under Florida Statute Section 287.087.
The scope spans 20 product groups covering base equipment (all-terrain vehicles, utility vehicles, various mower and tractor types, lawn and golf equipment, forestry equipment), OEM options, parts, accessories, implements, and non-OEM options. Equipment may be powered by biodiesel, compressed natural gas, diesel, electric, gasoline, liquefied petroleum gas, natural gas, or propane, or hybrid combinations. All commodities must be new, unused, current or recent production, designed for intended purpose, free from defects, and compliant with Federal Motor Vehicle Safety Standards, OSHA, and EPA requirements. Contractors must maintain at least one factory-authorized service station or servicing dealer within Florida for warranty repairs. Delivery of in-stock commodities must occur within 14 calendar days of order; commodities requiring post-manufacturer installed options within 30 calendar days; out-of-stock within 180 calendar days. All self-propelled equipment must be delivered with no less than one-quarter tank of fuel or, for electric equipment, minimum 80 percent state of charge.
The current contract reflects average annual spending of $4,807,230 for informational purposes only, with no guaranteed or minimum spending commitments under the new contract. Award will be granted to up to three term contracts per manufacturer or brand name within each sub-group or group based on highest MSRP discounts, evaluated using a weighted formula across initial and renewal terms. Bidders must complete mandatory responsive requirements including Attachment B, Discount Sheet (Attachment C), MSRP Certification Form (Attachment J), Principal Place of Business Letter (Attachment L), and forced labor and coercion attestations. Questions are due July 21, 2026, with answers anticipated August 17, 2026. Notice of Intent to Award is anticipated September 15, 2026. Contract term begins upon execution, with renewal options available.
