This Addendum No. 1 and Questions and Answers document pertains to the Florida Department of Management Services' Agriculture and Lawn Equipment Invitation to Bid (ITB) No. 26-25101900-ITB. The addendum addresses clarifications regarding product group classifications, delivery timeframes, contract terms, and manufacturer brand inclusions. The deadline for bid submission is September 1, 2026, at 2:00 PM Eastern Time, with a public bid opening scheduled for 2:30 PM the same day at the Department of Management Services in Tallahassee, Florida, or via virtual attendance. The scope encompasses 20 product groups including all-terrain vehicles, utility vehicles, mowers, tractors, lawn equipment, golf equipment, and forestry equipment, along with OEM and non-OEM options, parts, and accessories. Responses must include completion of the Revised Attachment C Discount Sheet (Groups 1-20), MSRP Certification Form, and other mandatory attachments. The anticipated Notice of Intent to Award will be posted September 15, 2026. The initial contract term begins upon execution, with renewal options available under written agreement in accordance with Florida Statute Section 287.057(13)(14), subject to no additional charges for renewals.

Bidders are required to submit only the brands listed in the Revised Attachment C and cannot add write-in options or modifications without affecting bid compliance. For out-of-stock equipment requiring factory ordering, delivery timelines may extend up to 180 days for delivery plus 30 days for setup, with mutual agreement between the contractor and customer required for extended timeframes. Bidders must provide Base Equipment MSRP Discounts, OEM Options/Parts/Accessories/Implements MSRP Discounts, and Non-OEM Options/Parts/Accessories/Implements MSRP Discounts. Questions and Answers and

Addendum No. 1

Questions and Answers

The Department has received the following questions through MFMP Sourcing, and the Department’s answers are provided in the table listed below:

No. Question Answer

1 Good morning, Can Scag & Billy Goat be added to Group 18A? Also I was informed that Stand-On Blowers would fit this Group, Is that correct?

Scag has been added to Group 18A in the Revised Attachment C, Discount Sheet (Groups 1-20). Billy Goat is included in Group 18A. Group 18A is the correct location for Stand-On Blowers.

Refer to Revised Attachment C, Discount Sheet (Groups 1- 20), Group 18, Sub-Group A.

2 Do you want all accessories listed as well as whole goods on the price sheets or just a blanket discount for all? There are so many that we cannot include all of them which may be a detriment to the buyers.

This question is unclear.

Refer to Revised Attachment C, Discount Sheet (Groups 1- 20), Instructions Tab.

Refer to the ITB Section 2.8, Basis of Award.

Additionally, refer to Attachment A, Section 3.8, Product Sheet and Product Sheet Adjustments.

3 Also is Group 18A the correct placement for ride on sprayers/spreaders?

Yes.

Refer to Revised Attachment C, Discount Sheet (Groups 1- 20), Group 18, Sub-Group A.

4 I don’t sell any of the UTV and Golf Carts listed in the excel sheet. Am I able to offer them as a write in option or will only the Brands listed be accepted?

No.

Any modifications to the Revised Attachment C, Discount Sheet (Groups 1-20) will not be considered for the Basis of Award and will not be incorporated in the Term Contract.

Refer to Revised Attachment C, Discount Sheet (Groups 1- 20), Instructions Tab.

5 I am inquiring about delivery timeframes. Per Attachment A section 3.10.1 delivery of in stack item must take place within 30 days of receipt of PO fully set up. When equipment has to be ordered from the factory the delivery is up to 180 days and then 30 days to set up. We currently have some equipment that might take up to 9 months from time of order from the factory to be delivered. As long as the delivery timeframe is communicated with the ordering agency and they agree with the wait time will this be allowed or considered not compliant?

Upon mutual agreement, the Customer may agree, but shall not be obligated in any event, to a revised delivery timeframe for a Customer’s order.

Refer to Attachment A, Scope of Work, Section 3.10.1, Delivery of In-Stock and Out-of-Stock Commodities.

6 The scope of equipment mentions non-OEM items. We do not offer a discount on items we do not manufacture. However some of dealerships do provide non-OEM items that can be added to equipment such as a sun shade. Will the contract allow the customer to add these items to the purchase order?

We would like agencies to be able to have access to these items as it will streamline the purchase process into one quote and one PO.

No.

The Bidder is required to submit a Base Equipment MSRP Discount; OEM Options, Parts, Accessories, and Implements MSRP Discount; and Non-OEM Options, Parts, Accessories, and Implements MSRP Discount in the yellow highlighted cells for each Manufacturer/Brand bid.

Refer to Revised Attachment C, Discount Sheet (Groups 1- 20), Instructions Tab.

7 Attachment A mentions a Punchout catalog. Will this be required for this contract or is this elective participation?

No. A punchout catalog is not required.

Refer to Attachment A, Scope of Work, Section 3.23, Punchout Catalog and Electronic Invoicing.

8 For Group 15, could an additional Brand Name line (Frontier) be added for products offered by Deere & Company? Frontier equipment offers more than 600 implements and attachments that are compatible and improve the capability of John Deere tractors.

Awarded Bidders will list all products offered from the Manufacturer/Brand on the Product Sheet.

Refer to Attachment A, Scope of Work, Section 3.8, Product Sheet and Product Sheet Adjustments.

Additionally, refer to Attachment K, Sample Product Sheet.

9 I saw where the term of the contract is three years. It mentions possible extensions however I did not see how many

Upon written agreement, the Department and the extensions are permitted. What is the max time of the contract with the initial term and extensions?

Contractor may renew the Term Contract in whole or in part only as set forth in the Term Contract documents, and in accordance with section 287.057(14), F.S.

Refer to Addendum 1 to Attachment D, Enterprise Standard Terms and Conditions, Section 4.1, Term, attached hereto.

In addition, refer to Section 287.057(13), F.S. regarding extensions of a contract.
