About this opportunity

The Florida Department of Highway Safety and Motor Vehicles, Division of Florida Highway Patrol, is soliciting bids under Invitation to Bid FLHSMV-ITB-028-27 for total vehicle upfitting services, with bids due November 16, 2026, at 2:00 p.m. Eastern Time. A five percent Florida preference applies when the lowest bid comes from an out-of-state vendor. The ITB establishes contracts with up to eleven qualified contractors, each assigned to an FHP Troop location and required to operate an upfitting facility within that troop's assigned Florida counties.

Scope covers installation of portable radio chargers, two-way mobile radios, in-vehicle lighting, radar and laser equipment, mobile data equipment, weapon racks, prisoner partitions, antennas, utility boxes, decals, door armor, window guards, printers, push bumpers, and mobile video recording systems. The Department anticipates approximately 300 vehicles annually. Contractors must carry Garage Liability and Garagekeepers Legal Liability insurance and employ at least one ASE-certified technician before contract execution.

Pricing is per vehicle for sedans and coupes, standard utility vehicles, and trucks, in marked and unmarked configurations, for both the initial and renewal terms, plus hourly labor rates applied only to additional work the Department directs. Prices must be firm and inclusive of labor, wiring, accessories, consumables, and materials. Awards go to the responsible and responsive bidders with the lowest Grand Total Price for each FHP Troop location.

The initial term is three years, with an option to renew for up to three additional years contingent on satisfactory performance and legislative appropriation. Delays beyond thirty days carry financial consequences of up to $100 per day per vehicle, with additional penalties for uncorrected work and warranty items. Contractors must submit monthly Certified Business Enterprise reports. No bid guarantee is required. A Notice of Intent to Award is anticipated by December 7, 2026, and bid opening occurs by conference call at 2:30 p.m. on November 16, 2026.
