About this opportunity
Dallas Independent School District is requesting proposals for Academic Enrichment and Support and Visual and Performing Arts instructional materials, goods, and services under RFP replacing RFP 206683, with proposals due August 27, 2026. The contract carries an aspirational Small Business Enterprise (SBE) participation goal of 30 percent of total contract dollar value; SBE forms are scored and carry evaluation value up to 20 percentage points, with failure to submit resulting in a zero score for the SBE component.
The scope encompasses instructional materials and services supporting TEKS-based instruction across band, choir, orchestra, piano, modern band, jazz band, mariachi, dance, elementary music, visual arts, theatre, and technical theatre. Deliverables include consumables such as gaffer tape, cables, batteries, and haze fluid; safety equipment including hearing protection and chemical goggles; technical equipment such as projector lamps and wireless microphone systems; costume and uniform items with on-site fitting and alteration services; digital subscriptions for cloud storage and music accompaniment software; and repair consumables. Vendors must demonstrate capacity for district-wide ordering during peak demand, provide white-glove delivery with installation and debris removal, offer emergency expedited shipping, and maintain 48-hour customer-service response times. All products must be new unless District-approved. Warranty and support requirements mandate vendors describe available warranty services, repair procedures, turnaround times, and loaner equipment programs. Service-level agreements must specify order acknowledgement times, processing times, shipping options, and return procedures.
The contract term is three years with two successive one-year renewal options, not to exceed five years total. Either party must provide ninety days' written notice of non-renewal intent prior to contract expiration. The District is exempt from federal excise tax and state tax; vendors should not include tax in bid totals. Proposals must be submitted electronically via the Bonfire portal. Evaluation criteria include best-value considerations: purchase price, vendor reputation, quality of goods or services, extent to which offerings meet District needs, past vendor relationships, and SBE program impact. The District reserves the right to award by line item, category, or to multiple vendors, reject non-responsive bids, and conduct discussions with offerors in the competitive range. Vendors must complete and return a Conflict of Interest Questionnaire (Texas Local Government Code Chapter 176) and a Certificate of Interested Parties (Form 1295); vendors with no conflicts must mark Box 3 "N/A." All submissions require a W-9 form and a pre-employment affidavit under Texas Education Code Section 22.055. A Non-IT Data Sharing Agreement requires vendors maintain FERPA and pupil privacy compliance and destroy student data within thirty days of contract expiration unless otherwise agreed in writing. This procurement is issued under Title 2 CFR Part 200 and may be funded through local, state, federal, and grant-funded programs. Vendors previously awarded on RFP 206683 are encouraged to respond; all vendors, including sole-source providers, are eligible to participate.
Opportunity text
This Request for Proposal (RFP) will be used to purchase AES/VPA instructional materials, goods and services related to teaching and learning in the visual and performing arts. AES/V & PA instructional materials are necessary for successful implementation of TEKS based instruction in the Visual and Performing Arts classrooms in Dallas ISD. These materials enhance the creation, evaluation, instruction, performance, presentation, preparation, and production related to content in band, choir, orchestra, piano, modern band, jazz band, mariachi, dance, elementary music, visual arts, theatre and technical theatre. This RFP is replacing RFP 206683 - Academic Enrichment and Support Instructional Materials for Visual and Performing Arts. Vendors awarded on 206683 are encouraged to respond to this RFP. This is for District-wide use, on an "as needed" basis. All vendors are encouraged to participate even if vendors are the sole source providers. This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200 requirements to procure vendors who provide goods or services purchased by Dallas ISD using federal dollars. This proposal may be used with local, state, federal, and grant-funded programs. LENGTH OF CONTRACT The term of this proposal shall be for a three (3) year agreement with two (2) successive one (1) year extensions based on the long-range needs of the District and mutual consent of both parties not to exceed five (5) years total. Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract, that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the then-current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining options to renew shall expire and terminate.
