About this opportunity

The Texas Commission on Environmental Quality is requesting offers for software modification services on Opus vehicle emissions inspection analyzers used in the AirCheckTexas Vehicle Emissions Inspection and Maintenance program under RFO 582-27-00119, with responses due July 20, 2026 at 3:00 p.m. Central Time. The contractor must be the software manufacturer or authorized by Opus Inspection Technologies, Inc. to perform modifications—a sole-source eligibility gate that filters the competitive field.

The scope covers three labor categories billed hourly: Software Development, Project Management, and Quality Assurance Testing. The contractor must conduct internal testing, certification testing, beta testing, and installation of software updates in analyzer units at multiple inspection stations across Austin-Round Rock, El Paso, Houston-Galveston-Brazoria, Dallas-Fort Worth, and San Antonio (Bexar County) areas at no cost to inspection stations. A performance bond of $1,000,000 is required for the duration of contract participation.

The contract carries an initial five-year term with no renewal options; TCEQ may unilaterally extend for up to 180 days beyond expiration. No guaranteed minimum expenditure is stated; contract payments are made upon completion and acceptance of work orders at established hourly rates. The contract is funded with federal funds, with Assistance Listing Number and Federal Grant Number to be provided on the executed signature page.

Evaluation weights pricing at 10 points using a comparative formula against the lowest and highest bidder rates; statement of qualifications receives 20 points. Submission must include a completed Subcontracting Plan and Accessibility Conformance Report (VPAT) for Section 508 compliance. The mandatory pre-proposal conference is July 2, 2026 at 10:00 a.m. Central Time via Microsoft Teams. Written questions are due July 7, 2026 at 3:00 p.m. Central Time, with TCEQ responses expected by July 13.
