About this opportunity
Marion County, Florida is requesting bids on the SW 38th Avenue/SW 3rd Street/SW 40th Avenue Resurfacing Project (26B-126) extending from SW 38th Court to SR 40 (W Highway 40), with bids due October 8, 2026. This is an ITB for public works construction under $200,000 (at minimum) requiring payment and performance bonds, bid security of five percent of total base bid amount, and a bid bond or Cashier's Check.
The project scope includes milling and resurfacing existing roadway, installation and restriping of pavement markings, and sodding of roadway shoulders. All work must comply with Florida Department of Transportation Standard Specifications for Road and Bridge Construction FY 2024-2025. Work must be performed Monday through Friday during regular hours with a minimum of 8 hours per day and 40 hours per week; weekend and holiday work requires prior written County consent. Any lane closures or activities near SR 40 and SR 200 must be coordinated with FDOT, which may impose additional time-of-day restrictions. The contractor retains all milling materials.
The contract term is 60 calendar days total from Notice to Proceed, excluding County-observed holidays and weekends. Work must commence within 15 calendar days of receiving the Notice to Proceed. Liquidated damages are assessed under FDOT Section 8-10.2 for failure to achieve Final Completion within the contract period. Retainage is 5 percent of completed work and stored materials. Standard payment terms are NET 45 days, or NET 3 days if paying by Visa credit card.
Bidders must submit a Vendor Information Form, Conflict of Interest Statement per Florida Statute 112.313, Drug Free Workplace Certificate, Disclosure of Subcontractors and Suppliers, and Similar Work Detail Form with a minimum of three references. Bids must remain firm for 90 calendar days. Award will be made to the lowest responsive and responsible bidder. All bids are submitted through Marion County's Bonfire e-procurement portal. Questions are submitted electronically through Bonfire prior to the deadline. Addendum 1 clarifies work hour restrictions, FDOT coordination, utility adjustments, and milling material retention; acknowledgment of receipt is mandatory for bid responsiveness.
