About this file
This is a Special Provisions document for a resurfacing project in Florida, involving the County as the contracting agency. The project covers the SW 38th Avenue/SW 3rd Street/SW 40th Avenue corridor extending from SW 38th Court to SR 40 (W Highway 40) and includes milling and resurfacing existing roadway, resurfacing pavement as required, installation and restriping of pavement markings, and sodding of roadway shoulders. The contract period is 60 calendar days total, including approximately 20 days from substantial completion to project closeout, with County-observed holidays excluded from work authorization unless approved 48 hours in advance. The successful bidder must commence work within 15 calendar days of receiving the Notice to Proceed, with all required documentation submitted to the County prior to issuance of that notice. The contractor must submit a detailed schedule at the Pre-Construction Conference outlining tentative performance dates within the allocated contract timeframe.
Liquidated damages are assessed for failure to achieve Final Completion within the contract period, with daily rates ranging from $1,318 for contracts under $300,000 to $11,171 plus 0.00005 of amounts exceeding $40 million. The contractor bears all costs for increases in liquid asphalt and is responsible for coordinating with FDOT regarding lane closures and traffic control on W Highway 40 and SR 200. Additional provisions require the contractor to replace damaged traffic detection loops, protect utility appurtenances, maintain existing stormwater drainage patterns, prevent ponding at side road aprons, continue mowing operations throughout the contract period, and repair or replace any damaged infrastructure at no additional cost to the County. Any sod quantities exceeding the listed amount are considered incidental to earthwork costs.
