About this opportunity
St. Johns County, Florida is requesting sealed bids for repaving avenues and streets at Camp Blanding Joint Training Center (Project Numbers 220015 and 220011) under an ITB with bids due September 21, 2026, and a mandatory site visit and pre-bid meeting on August 5, 2026 at 10:00 AM. The estimated total construction cost is $1.251 million ($720,000 for avenues, $531,000 for streets). Minority and Veteran Owned business participation is encouraged.
The scope covers repaving Plant City, Wauchula, and Quincy Avenues (PN 220015) and Sanford, Woonsocket, New Haven, and Bonifay Streets (PN 220011) across approximately 144,919 square yards. Work includes milling existing asphalt, applying FDOT-approved tack product, placing a leveling course of SP-12.5 hot mix asphalt (maximum 30% RAP) at 1.5 inches, and final paving with 1.5 inches of 12.5 mix per FDOT standards. Wherever new paving crosses a culvert, the culvert must be replaced with like-for-like concrete structures with mitered ends. All grass must be removed from roadway edges and driveways, and roadside ditches cleaned and maintained for positive flow. Concrete-lined ditches damaged by contractor equipment must be repaired. Stripped or damaged grass areas must be replaced with new sod with contractor-provided watering until establishment. Density testing for base and sub-base compaction must achieve 98% or higher. The roadway must maintain a 2% fall from centerline to edges. All millings, dirt, and recyclable materials must remain on Camp Blanding. The contractor bears all costs for inspections, testing, compaction verification, and site restoration.
Bidders must be prequalified under Florida Statutes Chapter 399, 455, 489, or 633 (Form FNG 5085 required at bid opening) with a valid Florida State Contractor License and corporate registration. For Level Five bids exceeding $500,000, contractors must demonstrate completion of at least two similar projects within the previous five years and disclose any history of liquidated damages, penalties, liens, defaults, or cancellations. A bid security of 5% is required; performance bonds and labor and material payment bonds, each at 100% of contract sum, are mandatory. Substantial completion is due within 90 calendar days of Notice to Proceed, with liquidated damages of $240 per day for avenues and $177 per day for streets. Contractors must register with MyFloridaMarketPlace, comply with Davis-Bacon prevailing wage requirements if applicable, obtain criminal background checks for all employees and subcontractors, and satisfy E-Verify and drug-free workplace requirements. Questions are due August 19, 2026 at 10:00 AM. Sealed bids will be publicly opened September 9, 2026 at 2:00 PM at the Robert F. Ensslin National Guard Armory in St. Augustine. Award will be made to the lowest responsive and responsible bidder.
