About this opportunity

McAllen Independent School District is requesting competitive sealed proposals for central kitchen upgrades under Project 2027-1015, with proposals due August 21, 2026, at 3:00 PM and a mandatory pre-proposal conference and site visit on August 14, 2026. The project is partially funded by the U.S. Department of Agriculture and Texas Department of Agriculture, triggering federal compliance requirements including Davis-Bacon prevailing wage obligations and 2 CFR Part 200.

The scope covers kitchen facility improvements at the central nutrition services building. Proposers must provide three references for K-12 school cafeteria kitchen renovation projects completed within the past five years with minimum project costs of $600,000, and three current or past non-K-12 projects of similar scope and size as prime contractor. Architectural and engineering services are provided by Halff Associates Inc. (Lisette Guerra, 956-664-1960, lguerra@halff.com). The District Project Manager is Ruben Trevino, Facilities, Maintenance, and Operations.

The project budget is $835,000 with a contingency of $75,000 for a combined estimated value of $910,000. The evaluation matrix allocates 1,000 points with price accounting for 600 points (base bid including contingency). K-12 experience and reference forms contribute 150 combined points; three current/past K-12 projects and historical District performance over ten years account for 140 points; staff experience, non-K-12 projects, and repeat business performance total 100 points combined. Safety record, financial capability, and on-time/on-budget performance metrics together comprise 120 points.

A 5% bid bond is required. Performance and payment bonds (100% of contract amount) apply to contracts exceeding $100,000 and $25,000 respectively. Commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate is mandatory. Contracts of $400,000 or more are subject to 5% retainage; those below $400,000 face 10% retainage. Liquidated damages are set at $250 per day. Questions are due August 18, 2026, at 10:00 AM. All proposals must be submitted in sealed hard copy format to Laura Williams at the Administration Building, 2000 N. 23rd Street, McAllen, Texas.
