About this opportunity

The Department of Veterans Affairs Technology Acquisition Center seeks construction services for Electronic Health Records Management (EHRM) infrastructure upgrades at White River Junction VA Medical Center in Vermont, with proposals due August 20, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside; all offerors must be SBA-certified SDVOSBs listed in the SBA Small Business Search database at proposal submission and time of award.

Place of performance is White River Junction, Vermont (163 Veterans Drive). The work spans 21 buildings and encompasses telecommunications cabling (fiber optic and copper), security systems (access control, video surveillance, intrusion detection), fire alarm systems, building management systems, data center construction with raised flooring and hot-aisle containment, and associated mechanical, electrical, and structural work. A mandatory site visit was held July 13, 2026.

The NAICS code is 236220 (Commercial and Institutional Building Construction). Period of performance is 650 calendar days after Notice to Proceed. Technical questions closed July 23, 2026. The asbestos and lead inspection report identified ACM in drywall, floor tiles, mastics, and duct sealant, plus lead-based paint in windows, walls, doors, and fixtures; Vermont-licensed abatement contractors must remove identified materials before demolition or renovation. Davis-Bacon prevailing wage rates apply in Windsor County, Vermont.

Key delivery requirements include a BICSI-licensed telecommunications contractor with minimum five years' experience and a Registered Communications Distribution Designer as project supervisor; FM Global-approved or UL-qualified firestopping contractors with third-party inspectors; dedicated Superintendent, Site Safety & Health Officer, and Quality Control Manager with no shared duties; 10% Work Around Order contingency; and material testing procurement. Two brand-name items (HID pivCLASS Readers and Siemens Desigo-compatible Direct Digital Controls, totaling approximately $175,000) are restricted to specified products. Subcontracting limitations require no more than 85% of government payments to non-SDVOSB/VOSB firms, excluding material costs. The contract vehicle is FAR Part 15 negotiated procurement. Amendment 03 (August 10, 2026) incorporated RFI responses and three design addendums addressing architectural, metal fabrication, and utility specifications.
