About this file
This is an Amendment to Solicitation (Standard Form 30) that clarifies key deadlines and provides procedural guidance for a Request for Proposal (RFP) issued by the Department of Veterans Affairs for EHRM Infrastructure Upgrades Construction at White River Junction, Vermont. The amendment corrects the proposal due date to August 6, 2026, at 5:00 PM Eastern Time and establishes a technical questions cutoff date of July 23, 2026, at 5:00 PM Eastern Time. All technical inquiries must be submitted in writing to Jennifer Braaten at Jennifer.Braaten@VA.gov, with responses posted as solicitation amendments on sam.gov.
This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under NAICS Code 236220 (Commercial and Institutional Building Construction). All offerors must be certified as SDVOSBs by the U.S. Small Business Administration and listed in the SBA Small Business Search database at both proposal submission and time of award; failure to meet this requirement will result in proposal rejection. The contract will be awarded through negotiation under FAR Part 15. The estimated project magnitude falls between $20-$50 million (at the lower end), with a performance period of 450 calendar days following Notice to Proceed. Only electronic bid submissions are accepted, and bid bonds must be included as part of the electronic proposal. Proposals must include limitations on subcontracting as required by the Instructions to Offerors. The site visit agenda identifies Contracting Officer Megan Dohm and Contract Specialist Jennifer Braaten as primary points of contact.
