About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 is soliciting sealed bids from certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) for site preparation and construction of Cardiac Catheterization Lab #1 at Ralph H. Johnson VA Medical Center in Charleston, South Carolina, with bids due June 26, 2026, at 1:00 PM EDT. This is a 100% SDVOSB set-aside; only firms certified in the SBA VetCert database are eligible to bid and receive award.
Place of performance is Ralph H. Johnson VA Medical Center, 109 Bee Street, Charleston, South Carolina. The NAICS code is 236220, Commercial and Institutional Building Construction. The construction magnitude falls between $2 million and $5 million. Work must commence within 10 calendar days of the Notice to Proceed and be completed within 195 calendar days thereafter.
The scope encompasses comprehensive site preparation, demolition under negative pressure with HEPA filtration (including removal of plumbing, fixtures, flooring, ceiling systems, and gypsum board), structural modifications, utility coordination, and installation across all construction trades. The project requires compliance with an Infection Prevention and Control (ICRA) Level IV permit (Category D, highest patient risk) issued for February 1, 2027, through September 30, 2027, necessitating hard barriers meeting NFPA 241, negative pressurization at 0.01 inches water gauge monitored 24/7, and HEPA exhaust directed outdoors or alternative interior exhaust procedures per Appendix A. The contractor must coordinate work with 24/7 ongoing medical facility operations, provide three-week advance phasing notifications, execute commissioning with trending and functional testing of HVAC, electrical, plumbing, fire protection, and security systems, maintain as-built drawing sets, and provide one-year warranty plus extended warranties on specific equipment per FAR 52.246-21.
A mandatory pre-bid site visit occurred May 20, 2026. Sealed bids are due June 26, 2026, at 1:00 PM EDT with public opening via Microsoft Teams. Technical questions were due May 26, 2026. A bid guarantee (SF 24) in an amount not less than 20 percent of bid price (not exceeding $3 million) is required, and performance and payment bonds (SF 25 and 25A) are due within 10 days of award. The contractor must certify compliance with 38 U.S.C. 8127(k)(2) limitations on subcontracting: no more than 85 percent of the government-paid amount may be subcontracted to non-certified SDVOSB or VOSB firms. Personnel must hold VA security badging; minimum two personnel must serve in GC Superintendent/SSHO/QC Manager roles. An Experience Modification Rate (EMR) greater than 1.0 may disqualify the offeror. Prevailing wage rates per Davis-Bacon Act apply per the January 2, 2026 wage determination for Charleston County, South Carolina.
The solicitation includes two line items: Item 0001 (Base Bid–General Construction) and Item 0002 (Alternate No. 1–Base Bid excluding renovation of rooms AA207, AA206, and AA204A). Award will be made to the lowest responsible bidder whose adjusted scope falls within budget. Supporting documentation includes comprehensive specifications, bid drawings (Revision 3, dated March 27, 2026), architectural and engineering drawings by Siemens for MRI installation, demolition plans, fire alarm and detection specifications, glazing specifications, and RFI responses (76 entries, all dated May 26, 2026) addressing scope determinations, operational clarifications, and administrative requirements.
