About this file
This is a Single Source Justification form for a Simplified Acquisition Procedure (SAP) under the Simplified Acquisition Threshold (SAT) of $250,000.
The Department of Veterans Affairs, VISN 07, Ralph H. Johnson VA Medical Center requires fire protection and fire alarm system equipment for a facility upgrade. The acquisition includes Ruskin Fire-Smoke Dampers and actuators, along with fire sprinkler assemblies in two types: Type D upright sprinkler heads (Tyco TY3151, Reliable Model G, Viking QR VK300/VK350 Brass Upright, or Victaulic Model V27 Upright) and Type A semi-recessed ordinary coverage sprinkler heads (Tyco TY3251, Reliable Model FI Head & Model G-FI Escutcheon, Viking QR VK302/VK352 Pendent, or Victaulic Model 34). The estimated total cost is not disclosed in the available document. The justification cites FAR 6.302-1, asserting that only one responsible source exists because the specified equipment is necessary to ensure compatibility with the existing Gamewell FCI fire alarm control panel system and to maintain Factory Mutual and Underwriter's Laboratory certifications. The systems must function as a unified, cohesive assembly tested and certified together to comply with NFPA standards and the VA Fire Protection Design Manual. No market research was conducted due to these compatibility requirements. The Contracting Officer, Kenyon Dulaney, certified the justification on May 20, 2026, and must document price reasonableness using the S19 Open Market Award Documentation Form.
