About this file

This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) filed by the Department of Veterans Affairs.

The Ralph H. Johnson VA Medical Center (VISN 07) is procuring Gamewell FCI E3 Series fire alarm system components to ensure compatibility with the facility's existing life safety system. The justification cites that these supplies are the only materials capable of ensuring compatibility with the hospital's existing Gamewell FCI fire alarm system, making them essential to the Government's requirements. Failure to install compatible equipment could result in the existing fire alarm system malfunctioning, preventing proper occupant and first responder notification during a fire event, which could lead to damage to IT equipment and harm to patients and staff from smoke exposure. The total estimated cost is redacted in the document. Market research was not conducted because the supplies are required to function specifically with the hospital's building life safety management system. The acquisition is justified under FAR 6.302-1 (Only One Responsible Source), and the Contracting Officer has certified the purchase as approved in accordance with FAR 13.106-1(b). The Contracting Officer is required to make a separate determination of price reasonableness in accordance with FAR 13.106-3 using the S19 Open Market Award Documentation Form. The document is signed by Kenyon Dulaney and is effective as of November 15, 2024, with Acquisition ID 36C247-26-AP-2508.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Revision: 01 Effective Date: 11/15/2024 Page 1 of 1 Acquisition ID#:

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:

1. Contracting Activity: Department of Veterans Affairs, VISN 07, Ralph H. Johnson VA Medical Center

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Ralph H. Johnson VAMC is requesting the basis of design for the life safety system to be the Gamewell FCI E3 Series system. Components submitted must be certified and tested by Gamewell FCI to be compatible with the existing fire alarm system. At worst, not installing the below equipment could result in the existing fire alarm system not functioning properly in these areas to warn occupants and first responders of a fire; this would result in damage to costly IT equipment and harm to patients/staff at the facility due to the byproducts of smoke production.

The total cost for the above items is estimated to be approximately $

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1. The listed supplies described are the only materials that can ensure compatibility with the existing Gamewell FCI fire alarm system at Ralph H. Johnson VAMC. The use of these products, peculiar to one manufacturer, respectively, are essential to the Government’s requirements for this project.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was not conducted because the supplies listed are required to function with the hospital’s building life safety management system.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the

S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
