About this file
This file is a comprehensive specification document for a federal construction contract to perform site preparation and renovation work for the Cardiac Catheterization Lab 1 at Ralph H. Johnson VA Medical Center in Charleston, South Carolina (Project #534-CSI-714). The specification spans multiple divisions covering general requirements, existing conditions, demolition, concrete work, structural steel, metal framing, doors and windows, hardware, glazing, finishes, flooring, painting, and commissioning activities.
The scope of work requires the contractor to perform complete site preparation including demolition and removal of existing structures, excavation, disposal of hazardous materials, dust and infection control, and installation of new construction across all trades. Key divisions include cast-in-place concrete (minimum 30 MPa compressive strength), structural steel framing with shop prime painting, cold-formed metal framing for seismic-resistant interior walls, hollow metal and wood doors with hardware, tempered and laminated glazing, gypsum board and metal stud framing, acoustical ceilings, resilient sheet flooring with heat-welded seams, resinous epoxy mortar flooring systems, and comprehensive painting and finishing. Special requirements include infection control risk assessments (ICRA permits), pre-construction risk assessments (PCRA), water infection control risk assessments (WICRA), 24/7 medical facility operations coordination with three-week advance phasing notifications, comprehensive commissioning with trending and functional performance testing of HVAC, electrical, plumbing, fire protection, and security systems, operation and maintenance manuals, and factory-trained instructor demonstrations. The contractor must establish a quality control system with a dedicated CQC System Manager, provide performance and payment bonds, maintain two full-size as-built drawing sets, conduct monthly schedule updates with Critical Path Method analysis, and warranty all work for one year with extended warranties on specific equipment items per FAR 52.246-21.
