About this file

This is a Single Source Justification document for a simplified acquisition procedure (SAP) under the Simplified Acquisition Threshold (SAT) submitted by the Department of Veterans Affairs, Ralph H. Johnson VA Medical Center (RHJVAMC), VISN 07.

The acquisition seeks construction contractor services to integrate additions into the facility's existing Rauland Borg R5 hardware and Enterprise software nurse call and life safety system. The scope requires utilization of only Rauland Borg R5 hardware, Rauland Borg Enterprise software, Rauland Borg authorized support components, and certified Rauland Borg technicians and programmers. The work must ensure 100% compatibility with RHJVAMC's existing system to maintain compliance with local, national, and VHA life safety codes; preserve existing product warranties; and support the facility-wide Communication Event Alarm Response (CEARS) system, which interfaces with Code Blue Emergency Response Protocols, Spok Messenger, Spok Operator Console, Space Labs, Vocera, and CPRS Vista. The estimated contract value is not specified in the document. The justification cites FAR 6.302-1 (Only One Responsible Source) as the authority for single-source procurement, noting that incompatible devices would render facility-wide life safety coverage inoperable and create patient and staff safety risks. Market research was not conducted due to the necessity of integration with the existing system. The Contracting Officer certified approval on May 20, 2026, with a requirement to document price reasonableness using the S19 Open Market Award Documentation Form.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID#:

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C247-26-AP-2508

1. Contracting Activity: Department of Veterans Affairs, VISN 07, Ralph H. Johnson VA Medical Center

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Ralph H. Johnson’s VAMC (RHJVAMC) is requesting the construction contractor to utilize only Rauland Borg R5 hardware, Rauland Borg Enterprise software, Rauland Borg authorized support components, and Rauland Borg certified technicians/programmers. These specified elements are 100% compatible with RHJVAMC’s existing system and are required to: meet local, national and VHA life safety system codes; to integrate to the existing RHJVAMC Rauland Nurse Call Server such that operations and functions of the life safety system in the GU space precisely match the standard of safety and provision care currently available throughout the Medical Center with zero loss of functionality; to ensure continuance/guarantee of existing product warrantees ; and to ultimately support the existing multi-million dollar Communication Event Alarm Response (CEARS) / Life safety system. Utilization of incompatible devices would render current facility wide coverage of interactive life safety system processes to include Code Blue Emergency Response Protocols, inoperable. Also the removal / relocation of any existing Rauland R5 equipment by other than certified Rauland technicians will void existing warranties and has the potential to disrupt current interfaced life-safety operations which in turn put patient and staff at safety risk.

Utilize devices and software 100% compatible with the Rauland Borg Responder 5/Enterprise system currently installed throughout RHJVAMC with zero loss of functionality. Subcontractor must utilize Rauland Borg certified engineers and installers for all equipment moves, installation, and programming. Equipment removal, moves, installation, and programming on devices and must be completed by Rauland Borg certified installers and Rauland authorized solutions partner.

The total cost for the above items is estimated to be approximately $

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1. Utilization of Rauland Borg compatible equipment, Rauland Borg certified technicians and Raulaund Borg certified programming must be completed for all moves/installs to ensure that work in the contracted space and scope of work is compatible with, is controllable by, and covered by an existing service contract with a Rauland Borg solutions partner. This is a component of the existing, facility-wide Communication Event Alarm Response System that controls not only Nurse Call but other critical information points, such as Spok Messenger, and Spok Operator Console, Spok On-Call, and interfaces with Space Labs, Vocera, and CPRS Vista the facility.

Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID#:

A secondary system for rooms covered in this scope of work is wasteful of funding, time, and other resources outside of this contract, and not in the best interests of the government.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was not conducted due to an existing Rauland Borg Nurse Call system for which these additions must be included into.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the

S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
