About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 10 seeks to lease not to exceed 21,250 ANSI/BOMA Office Area square feet and 22,950 Rentable Square Feet of contiguous space in West Branch, Michigan for a Community Based Outpatient Clinic, with proposals due June 15, 2026 at 12:00 PM local time. This is not a set-aside procurement.
Place of performance is West Branch, Michigan 48661, within a defined geographic area bounded by Houghton Avenue/Highway 55 (north), Rau Road (south), M76 (east), and Green Road (west). The Government requires 15 handicap/ADA parking spots and 150 surface/outside parking spaces reserved exclusively for Government use.
Offerors must submit pricing for two lease scenarios: 15-year term with 10-year firm period and one 5-year option, or 20-year term with 15-year firm period and one 5-year option. The Government has termination rights effective after the firm term with 90 days' notice. The lease is fully serviced and turnkey; rent covers all lessor costs including shell upgrades, tenant improvements, operating costs, real estate taxes, and security upgrades. Building requirements mandate modern quality construction with permanent facade materials (stone, marble, brick, or equivalent), single-building occupancy preferably on one floor, ENERGY STAR certification (with statutory exceptions), accessibility compliance, fire protection and life safety systems per NFPA 101 and NFPA 99, and Facility Security Level II requirements. The facility design must accommodate over 150 room types across clinical departments per the Room Data Matrix, including exam rooms, diagnostic imaging, surgical suites, laboratory, pharmacy, mental health, and administrative spaces, with specified HVAC, electrical, lighting, and finishes standards. Offerors must provide Phase I Environmental Site Assessments, zoning compliance documentation, design intent drawings with minimum three finish options, site and parking plans, and past performance references (maximum five). The lessor is responsible for comprehensive janitorial services Monday–Friday 7:00 AM–8:00 PM and Saturdays 8:00 AM–12:00 PM, building maintenance, utilities, quarterly HVAC test and balance reports, and monthly recyclables and hazardous waste reporting. Unique location requirements include proximity to public transportation (commuter rail, light rail, or bus stop in immediate vicinity), amenities within 2 miles (two inexpensive/moderately priced restaurants and three additional uses from diverse categories), hospitals/emergency rooms and fire departments, and easy highway access. Award will be made to the responsible offeror offering best value, evaluated on technical capability (space layout, flexibility, efficiency, building quality, location), operations and maintenance plan, project management plan, past performance, socioeconomic status/veteran involvement, and price, with technical factors combined significantly more important than price. Amendments 1 (May 22) and 2 (June 3) issued pre-proposal conference Q&A; offerors must acknowledge receipt and include signed acknowledgements with proposals. The NAICS code is 531120 and PSC is X1DB.
