The project requires 17,000 net usable square feet (NUSF) not exceeding 22,950 rentable square feet (RSF) of contiguous clinical space. The lessor must complete site preparation including demolition, provide full design and construction services, and perform all mechanical, plumbing, electrical, and low-voltage work within an estimated 360-calendar-day period of performance. The facility must comply with Joint Commission standards, FGI Guidelines, ASHRAE standards, NFPA codes, and IBC 2018 or latest edition. Key functional areas include primary care exam rooms (17 spaces), patient-aligned care team clinics, specialty services (optometry, radiology, shoe fitting), laboratory services, physical therapy, mental health clinics, and administrative areas. The lessor is responsible for comprehensive janitorial services Monday through Friday 7:00 AM to 8:00 PM and Saturdays 8:00 AM to 12:00 PM, including daily terminal cleaning of primary care areas with germicide, all restroom maintenance performed at least twice daily, quarterly pest control using integrated pest management, and weekly floor maintenance with specific requirements for resilient tile stripping, waxing, and refinishing during January and July. The lessor must also maintain the entire building structure, roof, exterior, parking areas, landscaping, all utilities and MEP systems with preventive maintenance schedules, and provide monthly recyclables and hazardous waste reports. HVAC systems require quarterly certified test and balance reports documenting airflow (CFM), air changes per hour (ACH), and pressure differentials for all isolation and procedure rooms, with corrective action plans required if conditions deviate from design specifications.
