About this opportunity
The Department of Veterans Affairs Office of Construction and Facilities Management seeks to lease 46,730 to 53,740 ANSI/BOMA Occupant Area square feet of contiguous space (maximum two floors) in South Palm Beach County, Florida for a Community Based Outpatient Clinic, with proposals due October 2, 2026 at 5:00 PM ET. This is an unrestricted procurement with no set-aside designation.
Place of performance is South Palm Beach, Florida. The facility must be located in a modern, quality building with permanent facade materials within a defined geographic area bounded by W Atlantic Avenue, Hagen Ranch Road, Lake Ida Road, W Palmetto Park Road, S Federal Highway, and US Highway 441. The VA will evaluate two lease term alternatives: 15-year firm term (Alternative A) and 20-year firm term (Alternative B). Space must be ready for occupancy within 33 months of award. The Government requires minimum 350 parking spaces (meeting local code minimums), approximately 250 ABOA SF designated for vending operations under the Randolph-Sheppard Act, and a tenant improvement allowance of $19,042,000.
The facility must comply with Facility Security Level II requirements and achieve minimum Two Green Globes certification for new construction or ENERGY STAR certification for existing space. Prevailing wage requirements apply per Department of Labor Wage Determination FL20260220 (effective May 18, 2026) for Palm Beach County construction work. All submissions must include Phase I Environmental Site Assessment (ASTM E1527-21), NEPA compliance documentation, National Historic Preservation Act Section 106 review materials, and a Cultural Resources Study Report if ground-disturbing work is involved.
Evaluation is on a best-value basis across six factors: Location (Area of Consideration, neighborhood amenities, visibility/access); Technical Quality (architectural design, site characteristics, sustainable design); Delivery Schedule (CPM schedule, project management); Offeror Qualifications and Past Performance (relevant experience, past performance references); Operations and Maintenance Plan (maintenance procedures, emergency response, staffing); and Socio-Economic Status (SDVOSB, VOSB, small business preferences apply). Technical factors are approximately equal in importance to price. NAICS code is 531120; PSC is X1DB. The pre-bid conference was held August 6, 2026. Amendment 2 extended the deadline from September 18 to October 2, 2026, and updated the Program for Design and Project Room Contents List (both dated August 20, 2026). Amendment 3 (September 23, 2026) modified parking requirements to mandate minimum 350 secured and illuminated parking spaces reserved exclusively for Government use.
