About this file

This is a VA Lease Service Narrative for the South Palm Beach Community-Based Outpatient Clinic (CBOC) dated September 2, 2024, which supplements the GSA Form L-100 Global Lease with agency-specific requirements for utility, maintenance, and facility services.

The document establishes comprehensive operational and maintenance standards for a VA-affiliated outpatient clinic facility. Key service requirements include: HVAC systems maintaining strict temperature, humidity, and pressure controls 24/7 with no greater than 5% downtime in critical spaces such as clean supply, sterile storage, and procedure rooms, with VA-installed electronic monitoring systems and manufacturer calibration annually; janitorial services across all interior and exterior areas with detailed daily, weekly, monthly, quarterly, and semi-annual cleaning frequencies, including terminal cleaning protocols for infectious disease exposure, specialized handling of sharps and hazardous waste, and staff requiring annual HIPAA training and biohazard waste certifications every three years; landscape maintenance including weekly lawn mowing during growth season, monthly weed removal and trimming, and quarterly maintenance; and medical gas systems, electrical power systems, and emergency standby systems maintained per NFPA standards with 98% operational uptime requirements and advanced certifications for personnel. The lessor must provide an Operational and Maintenance plan identifying staffing, local property management presence during operating hours, and procedures for emergency response (within 60 minutes on-scene) and routine maintenance completion (85% within five working days). Additional requirements include selection of environmentally beneficial cleaning products, recycled paper products, preventative maintenance documentation, integration with building automation systems per ASHRAE standards, and compliance with The Joint Commission accreditation standards, fire codes, accessibility standards, and health care facility ventilation standards.
