About this file
This is a Questions and Answers Matrix for a federal construction contract opportunity in South Palm Beach County (Solicitation 36C10F26R0024). The project involves the design and construction of a Facility Security Level II (FSL II) building with a maximum Assignable Building Occupancy Area (ABOA) of 53,740 square feet, maximum Rentable Square Footage (RSF) of 63,086 square feet, and 350 parking spaces. The pre-bid meeting was conducted on August 6, 2026.
The Q&A Matrix addresses four key inquiries from offerors regarding project requirements and timelines. The government granted a two-week extension for Requests for Lease Proposals (RLP), with initial offers due by 5 PM ET on Friday, October 2, 2026. Regarding facility access, the government confirmed that a shared curb cut driveway access point for service and staff is acceptable, though separate access points are preferred and constitute a Tenant Improvement (TI) item for discussion during design. The government clarified that Video Surveillance System (VSS) monitoring of pedestrian access to parking areas is required for this FSL II facility, contrary to the offeror's assertion that this is typically a FSL III requirement, and specified that windows must be hurricane-rated, which inherently provides blast-resistant properties.

Accessibility is evaluated by VA. A shared curb cut driveway access point is acceptable; however, separate service and staff driveway access points are preferred.
This is a TI item for discussion during design (i.e., post award). The Video Surveillance System (VSS) is included in the Appendices and needs to be included in this project. As stated in Appendix A.5 "Video Surveillance System (VSS) is widely used throughout industry and the federal government. It covers both analog and digital systems and is referenced in the Department of Homeland Security (DHS) Science and Technology Digital Video Quality Handbook."
