About this opportunity
The Department of Veterans Affairs Network Contracting Office 20 seeks boiler plant inspection services on behalf of the VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC) under a 100% Service-Disabled Veteran-Owned Small Business set-aside, with questions due November 6, 2026 and offers due November 13, 2026. Only SBA-certified SDVOSBs listed in the SBA certification database at offer submission are eligible, and offerors must submit current SDVOSB certification documentation.
Place of performance is White City, Oregon. The scope is yearly state boiler inspections of three boilers, each rated at 250 horsepower and operating at low pressure. Offerors must submit proof of employee certifications and a technical approach to scheduling and coordinating annual inspections with the Boiler Plant Lead. The base year runs December 1, 2026 through November 30, 2027, with four one-year options through November 30, 2031. The contract is firm-fixed-price with five CLINs, one per period, each with a quantity of 1.00 job, and offerors price each period by unit and total. The limitation on subcontracting is 50% for services. The NAICS code is 561210, Facilities Support Services, with a $47 million small business size standard, and the PSC is H345.
Evaluation covers three factors: technical (approach to inspection scheduling and personnel qualifications), past performance (three or more professional references with current CPARS reports or contact information, drawn from the last five years), and price. The Government intends to evaluate without discussions unless necessary. Amendment 0003 extended the offer due date to November 13, 2026 and directed a rewrite of the PWS, CLINs, and clauses. The Amendment 0004 Q&A states the State issues no Operational Certificate to the VA, and contractor or subcontractor fees for certifications and inspection reports are contractor-paid. Attachment 2 is the Service Contract Act wage determination for Jackson County, Oregon, Revision 30, dated August 27, 2026. Questions go to Contracting Officer Jeremiah Middleton at Jeremiah.Middleton2@va.gov.
