About this file

This is an amendment to a federal solicitation that corrects multiple errors and inconsistencies identified by vendors in the original request for proposals. The solicitation, officially numbered 36C26026Q0977, seeks boiler inspection services for the VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC) in White City, Oregon, under the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20. The contract covers a base year from November 1, 2026, through October 31, 2027, with four one-year option periods extending through October 31, 2031.

The amendment addresses six critical corrections: confirmation that the correct solicitation number is 36C26026Q0977 (not 36C26026Q0456); clarification that Section E.2 technical submission requirements erroneously referenced VAMC Spokane requirements and should focus solely on boiler inspection approach and coordination; confirmation that the binding question deadline is October 23, 2026, at 5:00 PM PDT; verification that offerors need only complete CLINs 0001 through 0005 (not 0001 through 4003); clarification that Evaluation Factor 1.a addresses the offeror's approach to scheduling and coordinating annual inspections and testing with the Boiler Plant Lead; and confirmation that the applicable subcontracting threshold is Services (50%) rather than Special Trade Construction (75%), consistent with the NAICS 561210 (Facilities Support Services) classification.

Questions from Vendors 10/19/2026 All, There have been numerous questions about section E.2. I have corrected the sections and the issues below. I have attached a new solicitation PDF in the attachments section of the solicitation on SAM.Gov. Thank you for all of the comments. It is very much appreciated. ( It was a long week)!!!!

Respectfully, Jeremiah Middleton Contracting Officer

1. Official Solicitation Number: Block 5 of the SF 1449 lists Solicitation Number 36C26026Q0977, while running page headers throughout Sections B through E (pages 2–37) list 36C26026Q0456. Please confirm the correct solicitation number to reference on our offer and correspondence.

CORRECTED

1. Technical Submission Requirements (Copy-Paste Error): Section E.2 (Addendum to FAR 52.212-1), Paragraph 1.b.iii, "Part III - Technical" (pages 23–24) references requirements for VAMC Spokane, Licensed Journeyman Electricians (WA & ID), fiber optic cabling, and Cisco programming. Please confirm these were included in error and clarify the intended technical submission components and page count restrictions for this boiler inspection requirement.

CORRECTED

1. Question Deadline: The SF 1449 continuation notes that questions are accepted until October 23, 2026 at 5:00 PM PDT, while Section E.2, Paragraph 2 (page 24) cites October 26, 2026 at 5:00 PM PDT. Please confirm the binding deadline for vendor questions.

CORRECTED: QUESTIONS DUE 10/23/26

1. CLIN Numbering Reference: Section E.2, Paragraph 1.b.ii (page 23) instructs offerors to insert pricing for CLINs 0001 through 4003, whereas the Section B.2 Price Schedule only lists CLINs 0001 through 0005. Please confirm offerors are only responsible for completing CLINs 0001 through 0005.

CORRECTED: CLINS ARE 0001 - 0005

1. Technical Factor Scope: Evaluation Factor 1.a (page 24) requests an approach to scheduling "preventative maintenance". Since the PWS is strictly for annual boiler plant inspections, testing, and reports (PWS B.4), please confirm that this factor evaluates the offeror's approach to coordinating and scheduling the annual inspections and testing visits with the Boiler Plant Lead.

CORRECTED

1. Limitations on Subcontracting (VAAR 852.219-75): In Section E.7 (page 32), box (iii) for Special trade construction contractors (75%) is checked, while the procurement is under NAICS 561210 (Facilities Support Services). Please confirm whether the applicable threshold for this service requirement is Services (50%) or Special Trade Construction (75%).
