About this file

This file is a Question and Answer document from Amendment 0004 for a boiler inspection services solicitation. A potential offeror inquired whether Oregon state inspection and certificate fees for boiler equipment at the White City VA facility should be included in contractor pricing or paid directly by the VA, particularly given potential federal property exemptions. The boiler plant operator clarified that any fees generated by the contractor or subcontractor in providing certifications and inspection reports must be paid by the contractor. The operator further specified that the State does not issue an Operational Certificate to the VA, eliminating any associated operational certificate fees.

The underlying solicitation (36C26026Q0977) seeks boiler plant inspection services for VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC), which operates three 250-horsepower low-pressure heating boilers. The contract covers a base year (12/1/2026 to 11/30/2027) plus four option years, with proposals due 11/13/2026. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The solicitation was substantially revised following Amendment 0003, with the contracting officer meeting with subject matter experts to correct the Performance Work Statement, CLINs, and solicitation clauses before opening a one-week question period (11/2/2026 to 11/6/2026).

Text version

Amendment 0004 Solicitation: 36C26026Q0977, White City Oregon Boiler Inspections.

Questions from potential offerors:

Questions: Amendment 0002 states that the awarded contractor will be responsible for inspection and certificate fees. However, a potential inspection provider advised that these fees may be payable by the facility and that federal property may be exempt.

Could you please confirm:

- Whether Oregon inspection and certificate fees apply to the equipment at the White City VA facility; and

- If applicable, whether the contractor should include both fees in its proposed pricing or whether the VA will pay them directly.

Answer from the boiler plant operator:

Any fees generated by the Contractor / Subcontractor in providing these certifications and inspection reports are to be paid by the contractor.

The State does not issue the VA an Operational Certificate so there is no need for this or any fees involved with the operating Certificate.
