B.4 SPECIFIC REQUIREMENTS:
1. Contractor to furnish labor (unless otherwise provided), personnel, materials and equipment to perform internal and external inspections and witness the safety device testing for each year of the contract on the following:
a. Three (3) heating boilers, each rated at 250HP (operating pressure <15psi), gas and oil fired. State Inspector Is Required. Materials and Labor Are Provided by VA SORCC STAFF.
i. Internal inspections are required
ii. External inspections are required
iii. Safety Device testing shall be witnessed
b. Annually inspect one deaerator/feed water tank. Materials and Labor Are Provided by VA SORCC STAFF.
c. Perform a non-destructive test (Option Year 3 only) A certified inspector must be present during the NDT Test in order for the NDT test to be valid (See B.4.5 below) Contractor is responsible for Removing and Reinstalling the DA Trays during the NDT Plan Year.
d. The VA SORCC Staff Will Coordinate with the Contractor and the State Inspector for when the internal and external inspections will be performed. In the Event the Contractor cannot perform the NDT Inspection when the VA SORCC Staff has the DA OPEN and Ready The Contractor will be responsible for providing all Labor and materials to re-open the DA for the NDT and re-scheduling the time with the State Inspector
1. (1) One heat recovery tank (Option Year 1 and 3 only) Annually: Materials and Labor Are Provided by VA SORCC STAFF
2. (1) One condensate tank (Option Year 1 and 3 only) Annually: Materials and Labor Are Provided by VA SORCC STAFF
3. (1) One bottom blow tank ((Option Year 1 and 3 only) Annually: Materials and Labor Are Provided by VA SORCC STAFF) So my questions are
1) is the VA looking for boiler inspections every year? Yes Boiler Internal and External Boiler Inspections are done Every Year And Must Be Performed / Witnessed by the Oregon Boiler Inspector
2) Additional Internal inspections Are Performed Every Year on the Following. Condensate Storage Tank (CST); Heat Recovery Tank (HRT); and Bottom Blow Tank (BBT) These inspections are performed by the Oregon Boiler Inspector.
2) And in Option year 3 only an NDT on the DA/Feed water tank? Option Year 3 Internal Inspection on (DA/FWH) DA/Feed water tank in addition to the NDT Which must be Witnessed by the Orgon Boiler Inspector
3) 3) And in Option year 1 a Type A inspection for DA/Feed water tank, heat recovery tank, condensate tank and bottom blow tank? Internal inspections Are Performed Every Year on the Following. Condensate Storage Tank (CST); Heat Recovery Tank (HRT); and Bottom Blow Tank (BBT) These inspections are performed by the Oregon Boiler Inspector.
4) 4) And in Option year 3 a Type A inspection for heat recovery tank, condensate tank and bottom blow tank? ? Internal inspections Are Performed Every Year on the Following. Condensate Storage Tank (CST); Heat Recovery Tank (HRT); and Bottom Blow Tank (BBT) These inspections are performed by the Oregon Boiler Inspector.
Answers to more questions or clarifications below
1) NDT scope (PWS B.4, CLIN 0004): The PWS and CLIN 0004 refer to a non-destructive test and cite "B.4.5 of the PWS," but there is no B.4.5. Please confirm which equipment receives the NDT (boilers, tanks, or both), the required method (for example UT thickness, MT, PT), and the extent of testing. Internal inspections:
2) Non-destructive testing personnel shall be certified to American Society for Non-destructive Testing (ASNT) Level II, who are experienced in evaluating boilers and associated equipment.
i.
a. Visually inspect all visible pressure vessel and tanks surfaces for corrosion, material thinning, deposits, and weld cracking.
b. Inspect DA spray nozzles and trays.
c. Certified American Society for Non-Destructive Testing (ASNT) Level II technicians shall perform non-destructive tests (NDT) using the wet fluorescent magnetic particle (WFMT), ultrasonic testing (UT), and any other necessary non-destructive tests.
· Completely examine all accessible welds utilizing the WFMT test method. Properly prepare the surfaces before testing.
· Determine pressure vessel material thickness by UT. Thickness measurement locations shall be selected by dividing the storage tank heads into quadrants and taking measurements at each quadrant on two imaginary rings in each head (eight measurements total) . Measurement locations on the shell shall be on each of the quadrants, on four to six locations along the length of the shell (16 to 24 measurements total). The technician may recommend fewer or more tests to the owner, providing justification.
· Typically, the pressure vessel section containing the deaerator trays and sprays is not accessible for non-destructive testing. The experience is that this section, which is mainly exposed to steam, is less vulnerable to weld failures and material thinning than the storage section which contains condensate and make-up water.
1. Boiler and tank preparation: For the Type "A" internal inspections and the Option Year 1 and 3 tank inspections, will VA boiler plant staff cool down, drain, open, and close the boilers and tanks, and supply new gaskets? Or should offerors include that labor and material in their price? All Boilers and Tanks Will Be Opened and Cleaned for Entry/ Inspection by the VA SORCC Boiler Plant Staff, as Part of our Planned Maintenance Program, in Preparation for Internal Inspections.
1. Boilers and Tanks Will Be Closed by VA SORCC Boiler Plant Staff, as Part of our Planned Maintenance Program,
2. State fees and certificates: Who is responsible for State of Oregon inspection fees and certificate of operation fees? Should offerors include them in the CLIN prices? The Company that wins the Contract will be responsible for Paying the Inspection And Certificate Fees.
1. VA SORCC Boiler Plant Staff, Lead or Supervisor will Coordinate With the Contractor and the Boiler Inspector to Schedule the inspections
3. Inspection visits and timing: How many site visits per year does the VA expect (for example, one for the internal inspection and one for the external inspection under steam pressure)? With the base year starting 11/1/2026, does the VA have a target date for the first inspection? Boiler and Tank inspections take 4 Visits to complete all inspections the Oregon Boiler Inspector is usually done with 4 hours onsite plus travel
1. This does not include the DA/Feed water NDT which is 8-12 hours
4. SCA labor classification: WD 2015-5571 Rev. 30, has no boiler inspector classification. Will the VA support an SF-1444 conformance if the inspector is nonexempt, or does the VA consider the Machinery Maintenance Mechanic classification (listed in the 52.222-42 statement) appropriate? I have no idea, The CO will look into this.
5. Safety device checklist: Please provide the VA SORCC safety device checklist and testing procedure referenced in PWS B.4 so offerors can price the witness work accurately. The State Boiler inspector performs this task as part of their External inspection
6. PWS template language: PWS A.1 (sanitation service provider) I don’t see a Sanitation worker in the PWS no there is no requirement for one., B.3 (items collected and delivered)This requirement is only needed if items are supplied or removed, and C.9 (weight of waste and recycle on invoices)this requirement only applies if you are removing waste or recycling. appear to carry over from another contract. Please confirm they do not apply.
7. Technical page limits: E.2 says the technical volume shall not exceed 8 pages, and E.3 Factor 1.a allows up to 2 pages for the scheduling approach. Please confirm the 2 pages fall within the 8 page total, and whether resumes and certificates count toward that limit. Resumes and Certifications should not count toward this page limit
