About this opportunity
The United States Special Operations Command (USSOCOM) is seeking a contractor to provide comprehensive non-clinical case management and advocacy services for Special Operations Forces (SOF) wounded, ill, or injured (WII) service members through the Warrior Care Global Support (WCGS) contract. The solicitation requires a service-disabled veteran-owned small business with a Top Secret Facility Clearance and a minimum SPRS cybersecurity score of 85 to support four key focus areas: Recovery Care Coordination, Military Adaptive Sports, Benevolence, and Career Transition. The evaluation will use a best-value, tradeoff source selection process, with technical management, past performance, and oral presentations weighted more significantly than price. Proposals are due by 1:00 PM Eastern on 18 April 2025, with an anticipated award announcement by 7 August 2025. The government will evaluate proposals using color/risk ratings and confidence assessments across multiple volumes, including technical, past performance, administrative, and pricing submissions.
The contract is specifically set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 541611 and will have a base period of 9 months followed by four 12-month option periods, with a potential total performance period of approximately 5 years. The total contract value is estimated at $4.7 million, covering 67 labor positions across multiple military installations in the United States and one international location in Germany. Performance will be primarily located in Tampa, Florida, with key work sites including MacDill Air Force Base, Fort Bragg, Camp Lejeune, and other military bases. The contractor will be responsible for supporting approximately 7,159 active duty Wounded, Ill, and Injured (WII) service members, with a maximum of 40 active cases per Recovery Care Coordinator. Services will extend to families, veterans, caregivers, and significant others of SOF WII personnel, providing comprehensive support across multiple Special Operations Commands.
