About this file
This Technical Exhibit (TE) 5 file presents historical metrics for the SOCOM Warrior Care Program (WCP) Recovery Care Coordinator (RCC) services from 2018-2023. The data reveals consistent growth in total cases, with the database expanding from 15,054 cases in 2018 to 24,038 cases in 2023, while maintaining a controlled active duty case management approach that follows Department of Defense Instruction 1300.24 guidelines.
Key metrics show the program supports a maximum of 40 active cases per Recovery Care Coordinator, with actual assignments dependent on medical condition complexity. Active duty cases with open Recovery Care Plans have remained stable around 2,400-2,470 annually, while total cases directly supported hover near 8,800 per year. The program has consistently increased its advocacy engagements, reaching 43,027 in 2023, and manages a growing population of Active Duty Wounded, Ill, and Injured (WII) service members, which increased from 5,451 in 2018 to 7,159 in 2023.

| Technical Exhibit (TE) 5 - HISTORICAL SOCS-WCP METRICS |
| SOCOM-WCP follows the Recovery Care Coordinator caseload ratio as currently outlined in DoDI 1300.24, serving a maximum of 40 cases with open Recovery Care Plans (with Frequency of Contact (FOC) equal to one-or-more contacts per Quarter); actual number of open Recovery Care Plan cases assigned will depend on the acuity of the RSMs’ medical conditions and complexity of their non-medical needs. This number may be increased with appropriate waivers as per DoDI 1300.24. Caseload for inactive RCPs do not count against the DoDI 1300.24 criteria and will vary. |
