About this file
This Excel file is a Technical Exhibit (TE) 4 detailing historical metrics for the Special Operations Command Warrior Care Program (SOCOM-WCP) from 2018 to 2023. The metrics track Recovery Care Coordinator performance, showing consistent growth in total cases and active duty cases with open Recovery Care Plans. Key metrics include: total cases in database increasing from 15,054 in 2018 to 24,038 in 2023, total active duty Wounded, Ill, or Injured (WII) cases rising from 5,451 to 7,159, and total cases directly supported growing from 6,469 to 8,798 during this period.
The data reflects adherence to Department of Defense Instruction 1300.24, which stipulates a maximum caseload of 40 cases per Recovery Care Coordinator with open Recovery Care Plans. Advocacy engagements have remained consistently high, ranging from 33,296 to 43,797 annually. Total new cases have remained relatively stable between 1,451 and 2,093 per year, indicating a steady intake of service members requiring support through the Warrior Care Program's non-clinical case management and advocacy services.

| Technical Exhibit (TE) 4 - HISTORICAL SOCS-WCP METRICS |
| SOCOM-WCP follows the Recovery Care Coordinator caseload ratio as currently outlined in DoDI 1300.24, serving a maximum of 40 cases with open Recovery Care Plans (with Frequency of Contact (FOC) equal to one-or-more contacts per Quarter); actual number of open Recovery Care Plan cases assigned will depend on the acuity of the RSMs’ medical conditions and complexity of their non-medical needs. This number may be increased with appropriate waivers as per DoDI 1300.24. Caseload for inactive RCPs do not count against the DoDI 1300.24 criteria and will vary. |
