About this file

The document is a comprehensive Price Matrix Excel spreadsheet for the Warrior Care Global Support (WCGS) solicitation (H9240025RE001) issued by U.S. Special Operations Command. The pricing document covers a base period and four option years, with a total contract value of $4.7 million, spanning from September 2025 to December 2030. The contract requires support services for Special Operations Forces wounded, ill, or injured (WII) service members, including Recovery Care Coordination, Military Adaptive Sports, Benevolence, and Career Transition services.

The Price Matrix includes detailed compensation data for 67 labor positions across multiple locations, including military bases in Florida, North Carolina, Georgia, Kentucky, Virginia, and overseas locations like Germany. Key labor categories include Recovery Care Coordinators (at Journeyman and Senior levels), Benevolent Support Specialists, Career Transition Coordinators, and Military Adaptive Sports Personnel. The pricing structure includes fixed-price (FFP) and cost-reimbursable contract line items (CLINs) for services, travel, and surge/mass casualty events, with incremental increases in travel and surge budgets across option years. The document requires offerors to provide detailed compensation information, including unburdened hourly rates, fringe benefits, and indirect cost rates for all proposed personnel.

#1-INSTRUCTIONS

General Instructions
1. There are 6 total tabs on this Price Matrix (including this "Instructions" tab), including 1 tab for completion of compensation data for proposed subcontractor support (if applicable).

2. Basic rule of thumb: Insert or Remove rows, if necessary. Use common sense. Keep your proposal as close to the template as possible, but change it as needed to accurately reflect all costs.

3. Do not lock, re-format, or remove any cells.

4. At a minimum, offeror shall insert appropriate information in yellow highlighted cells. The Government has locked some cells that shall not be modified.

5. Failure to input data as requested in all tabs for all labor categories at all locations with yellow highlighted cells shall render a proposal ineligible for award.

6. Each prime offeror shall submit one completed price matrix, including a blank Tab #6 for each subcontractor being proposed. Each subcontractor tab provided will have the subcontractor name included on the sheet, and will identify each LCAT proposed to be provided by that subcontractor. The Government will use this information to verify subcontractor information provided.

#2 - Section B
1. Offerors shall input the Unit Price for Resume Writing for the Base and each Option Year in the yellow highlighted cells.

2. All other fields will self-popuate based on other tabs and must not be adjusted.

#3 - Total Evaluated Price (TEP)
1. Offeror shall complete all yellow highlighted cells. This tab will auto-calculate the Total Evaluated Price after offeror input.

2. The total evaluated price shall equal the total of the extended amounts in the SF 33.

3. If any labor categories are proposed to be subcontracted, the prime offeror shall consolidate all subcontractor compensation data from the appropriate tab for subcontractor data, apply any applicable prime offeror indirect costs, and insert the resulting fully burdened rate in the appropriate cell.

4. The Government plug amount for COST CLINs for travel and surge shall not be changed.

5. To assist with Quick Close-Out procedures for the Travel COST CLIN, the Government is requiring the identification of a CAPPED G&A rate to be applied to all travel through the entirety of the contract, to include any exercised options. No other indirect rates may be applied to the Travel COST CLIN.

6. No addititional indirect rates may be applied to the Catastrophic Events Surge COST CLIN. Rates current at the time of the event shall be utilized per LCAT support required.

#4 - Compensation Data (Prime Offeror)
DIRECTIONS:

1. Fill in the Rate percentage (%) for Fringe, OH, G&A, and Fee as applicable at the top of the spreadsheet.

2. Fill in the unburdened hourly rate for each position at each location.

3. This tab requires offeror input of the applicable unburdened direct annual salary and fringe benefits that will actually be received by each employee. The proposed unburdened direct annual salary shall be inclusive of the base salary, fringe benefits specifically related to paid Paid time off (PTO) (i.e.sick/annual/administrative leave and holidays), applicable locality pay (CONUS), incentive pay (if applicable), and escalation (if applicable), etc.) for all listed labor categories and clearance requirements (S or TS/SCI clearance) in all listed locations by completing the yellow highlighted cells.

4. If any of the labor categories listed on this tab are proposed to be subcontracted, the prime offeror shall identify which positions with a “S” in Column B, and add the name of the Subcontractor in Column S.

5. Failure to input unburdened direct salaries for all listed labor categories at all listed locations or the name of the subcontractor in column S with an accompanying submission of that subcontractor's Compensation Data shall render a proposal ineligible for award.

#5 - OCONUS Compensation Data
1. This tab requires offeror input of the applicable unburdened direct wage rates and fringe benefits that will actually be received by each employee. The proposed unburdened direct annual salary shall be inclusive of the base salary, fringe benefits specifically related to paid Paid time off (PTO) (i.e.sick/annual/administrative leave and holidays), applicable locality pay (CONUS), incentive pay (if applicable), escalation (if applicable), etc.), Cost of Living Allowance (OCONUS), Education Allowance for Dependent Children (OCONUS), Living Quarters Allowance (OCONUS), for all listed labor categories and clearance requirements (S or TS/SCI clearance) in all listed locations by completing the yellow highlighted cells.

2. If any of the labor categories listed on this tab are proposed to be subcontracted, the prime offeror shall identify which positions. For any subcontracted labor categories (if applicable), it is expected that the prime offeror would not input the unburdened direct salary for those labor categories on this tab.

#6 - Subcontractor Compensation Plan (if applicable)
1. It is the prime contractor’s responsibility to ensure applicable subcontractor compensation data is provided for all labor categories that the subcontractor is proposed to provide.

2. The prime contrator will provide each proposed subcontractor identified as filling a position on Tab #4 with a copy of Tab #6 - Compensation Data, with a copy of the above instructions for completion of Tab #4,

3. Each subcontractor will complete Tab #6 for ONLY those positions it is proposed to fill.

4. Subcontractors cost will show the applicable unburdened direct rate, fringe, and any applied indirect rates for each proposed Subcontractor LCAT.

5. Subcontractors will submit their written compensation plan and completed Tab #6 directly to the identified Contracting Team in Section L0.6.2 by the date and time required for proposal submission.

6. It is the prime contractor's responsibility to ensure subcontractor information is provided to the Government Contracting Team. Missing submission of a subcontractor's Compensation Data shall render the prime offerors proposal ineligible for award.

Compensation Plan. The offeror shall submit a compensation plan for proposed prime and subcontractor personnel. The compensation plan shall include the proposed unburdened rates that will actually be paid to the employee as compensation as instructed within Atch 03 – Price Matrix (compensation plan Tab(s)), as well as, fringe benefits proposed for personnel, including prime and subcontractor personnel, who will work under the resulting contract. The compensation plan shall describe the offeror’s ability to provide uninterrupted high-quality work, the impact upon recruiting and retention of employees, along with the realism of the compensation plan. The compensation plan shall include supporting documentation such as recognized national and regional compensation surveys and studies of professional, public and private organizations, or current employee data used in establishing the total compensation structure including base labor rates. Any offeror’s total evaluated price, considered low without valid explanation, may be considered as proposing an unacceptable risk to the Government. Compensation levels (unburdened salary rates and fringe benefits) of employees for performance in the same positions shall not be reduced as a result of this effort. A proposal including compensation levels lower than those of predecessor contracts for the same work will be evaluated on the basis the offeror’s ability to maintain mission continuity, uninterrupted high-quality of work, and availability of required, qualified professional personnel. Proposed compensation levels are binding.

*When describing the salaries and associated fringe benefits and/or labor related elements offered within the plan, offerors shall separately list elements for CONUS and OCONUS which are included within the unburdened annual salaries (proposed within Atch-03 Price Matrix “Compensation Data” tab(s)) and which are not included, but still offered as part of personnel compensation and therefore part of the fully burdened labor rates (for example OCONUS DBA Insurance). Offerors shall add columns as needed to identify any proposed, additional elements. Reference Atch 03, “Instructions” tab for those minimum cost elements that shall be included within the unburdened direct annual salaries within the “Total Compensation” tab as applicable.

Reference Atch 6, “Instructions” tab for those minimum cost elements that shall be included within the unburdened direct annual salaries within the “Total Compensation” tab as applicable.
