About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center seeks scheduled inspections, maintenance, repair, and emergency services for vertical transportation equipment at Hill Air Force Base and Little Mountain, Utah, with proposals due July 2, 2026 and questions due June 30. This is a total small business set-aside under NAICS 811310, foreclosing competition outside that category.
Place of performance is Hill Air Force Base, UT 84056 and Little Mountain. The contract covers 78 vertical transportation equipment items (freight and passenger elevators, escalators, wheelchair and stair lifts, and dock levelers) listed in Appendix A across two locations: the 309th Aerospace Maintenance and Regeneration Group (58 units) and Hill AFB and Little Mountain (20 units). The Performance Work Statement requires compliance with ASME A17.1-2007, ANSI/ASME A17.2-2010 and A17.3-2011, NFPA standards, UFC 3-600-01, and OSHA standards. All contractor personnel must obtain Hill AFB base passes, Defense Biometric Identification System cards, and Restricted Area Badges where required for flightline access. Contractors must hold state elevator licenses and inspector certifications in commercial elevator inspection and maintenance service competency training, establish local presence within 75 miles of Hill AFB, and demonstrate capability to service equipment from multiple manufacturers with capacities ranging from 450 to 14,000 pounds.
The contract structure comprises six CLINs: CLINs 0001, 0002, 0004, and 0005 are firm fixed price for scheduled inspections and maintenance; CLINs 0003 and 0006 are Time and Materials for emergency services. The period of performance spans a three-year base period, two one-year option periods, and one six-month option period, with performance beginning November 12, 2026. Emergency response requires on-site arrival within two hours of notification. Performance thresholds include 95 percent equipment availability, 95 percent on-time response for routine and emergency calls, maximum two callbacks per month, and 100 percent compliance with inspections and preventative maintenance schedules. Award will be made on a Lowest Price Technically Acceptable basis. The incumbent contractor is Mdm Mac Enterprises Inc. under contract FA820123C0008, awarded at $123,424 for base year services. Evaluation weighs technical acceptability (licensure, certification, local presence, base access capability, and equipment certification) approximately equally with price.
