About this file
This is a source selection evaluation document for a Vertical Transportation Equipment (VTE) Maintenance & Repair Inspection and Maintenance Service Contract at Hill Air Force Base. The document serves as an evaluation form completed by evaluator Gary Clements and addresses Volume II - Technical Acceptability for Factor One.
The contract requires contractors to meet minimum criteria across five sub-factors: (1) Licensure and Certification, requiring one elevator license from the Utah Labor Commission and one certificate of registration per inspector and service technician in commercial elevator inspection and maintenance service competency training; (2) Local Presence, requiring established facilities within 75 miles of Hill Air Force Base with proof of local operations, local business license, and Google Maps verification rather than remote subcontracting; (3) Base Access Capability, requiring ability to obtain a Defense Biometric Identification System (DBIDS) card and Restricted Area Badge (RAB) for flightline access, along with a valid driver's license; and (4) Equipment Certification, requiring capability to work on various manufacturers' equipment including cargo lifts up to 10,000 pounds, personnel elevators, and wheelchair lifts of various types and weight limits. The evaluation form provides columns for marking proposals as either Acceptable or Unacceptable, with space for evaluators to cite specific proposal locations and document any failure to address FAR 52.212-1 or FAR 52.212-2 requirements.
