About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 is seeking non-emergent ambulance and wheelchair van transportation services for the Wilkes-Barre VA Medical Center through a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The procurement covers Basic Life Support (BLS), Advanced Life Support (ALS), and wheelchair van transportation services for veterans across 19 counties in Pennsylvania, New York, and New Jersey, with services required 24/7 and the capability to handle up to five simultaneous transport requests. Contractors must meet specific vehicle specifications, personnel qualifications, and COVID-19 protocols while providing transportation services including long-distance trips to Pittsburgh. Offerors will be evaluated based on technical capability, past performance, and price, with quotes due by October 10, 2025, at 11:00 AM EST. The solicitation includes 13 contract line items covering different transport types and distances with base rates and additional mileage charges.
This procurement does not utilize any set-aside designation and no incumbent contractors are identified in the documentation. The contract has a minimum guarantee of $5,000 and an estimated maximum ceiling of $7,450,000 over the five-year term, though offerors may submit proposals exceeding this ceiling which would establish a new ceiling price upon award. The base contract period runs from November 1, 2025, to October 31, 2030, with the estimated quantities provided representing the full five-year totals, meaning each contract year would represent approximately one-fifth of the stated volumes. Services will be performed across the 19-county service area surrounding the Wilkes-Barre VAMC, requiring compliance with Service Contract Labor Standards and extensive wage determinations for multiple Pennsylvania counties. The contract operates under NAICS code 621910 (Ambulance Services) and requires comprehensive reporting and quality control measures throughout the performance period.

Questions and Answers
Please confirm whether the IDIQ contract minimum of $5,000.00 and maximum of $7,750,000.00 apply to the full five-year contract term rather than on an annual basis?
- This is a 5-year IDIQ with a minimum contract guarantee payment of $5,000.00. The maximum of $7,450,000.00 is the estimated ceiling of the contact over the 5 years. The $7,450,000.00 was raised to $7,750,000.00 in error and has been reduced in the next amendment. If the quote comes in under the ceiling, the ceiling is not guaranteed. If the quote is higher than the ceiling, the quoted price becomes the ceiling upon award.
My understanding is that we can still submit a proposal even if our pricing exceeds the stated ceiling. In that case, our proposed pricing would establish the new ceiling, and exceeding the current $7,450,000.00 ceiling would not automatically disqualify us.
- If your pricing exceeds the ceiling estimate, it does not automatically disqualify you. It will establish a new ceiling price.
Could you also confirm whether the volumes provided in the price sheet reflect the estimated totals for the entire five-year contract term? If so, our understanding is that each contract year would represent approximately one-fifth of the volumes listed.
- As stated on the Price Schedule, the quantities provided reflects the estimated 5-year quantity. Yes, one year would be 1/5th of the quantity stated.
