About this opportunity
The Department of Veterans Affairs' Ralph H. Johnson VA Medical Center in Charleston, South Carolina, within VISN 7, seeks offers for ground wheelchair transportation services under a single-award IDIQ, with proposals due November 16, 2026, at 08:00 Eastern. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), and subcontracting is limited to 50% of amounts paid by the Government.
The estimated contract value is $19 million, with an estimated 16,000 trips annually under CLIN x001 and separate mileage CLINs for trips exceeding 25 miles. Amendment 0002 states the five pricing periods run December 1, 2026 through May 31, 2032, superseding the November 30, 2031 end date in earlier descriptions. Award is anticipated on or before December 1, 2026.
Place of performance is Charleston, SC 29401, with service across a catchment covering Georgia, North Carolina, and South Carolina. Pickups and deliveries include VA Medical Centers, Community Living Centers, Community-Based Outpatient Clinics, community hospitals, and private residences. Service runs 24/7, with most work anticipated Monday through Saturday, 0500 to 2100 EST.
Requirements include a 30-minute grace period for scheduled transports and a two-hour response time for unscheduled requests. Vehicles must provide platform-lift or ADA-compliant ramp access, wheelchair lift equipment, GPS, and communications capability. Personnel require favorable background investigations (NACI, LOW RISK) before performance begins. Insurance requires general and automobile liability of $200,000 per person and $500,000 per occurrence for bodily injury, and $20,000 for property damage, documented at proposal submission. The contractor must comply with SCA wage requirements and submit a Quality Control Plan within 14 days of award.
Pricing is fully burdened and inclusive of tolls and overhead. The base rate covers one-way trips up to 25 miles, with separate charges for mileage beyond 25 miles, dry runs, cancellations (load fees only), and wait time beyond the grace period. Rates are uniform across all hours. Invoicing is monthly in arrears through the VA Financial Services Center using VetRide trip records.
Amendment 0002 does not extend the closing date, and offerors must acknowledge it before closing. Contracting Officer Thomas Nicholls can be reached at 843-577-5011. The NAICS code is 485991, Special Needs Transportation, and the PSC is V212, Motor Passenger.
