About this opportunity

The Office of the Comptroller of the Currency (OCC) seeks hotel occupancy for conferencing and lodging (HOCL) support services to facilitate the Uniform Commission Examination (UCE) Program, which certifies National Bank Examiners. The requirement is for a large hotel property, unrestricted in size, located within 25 miles of either Dallas-Fort Worth International Airport (DFW) or Chicago O'Hare International Airport (ORD), registered in SAM.gov under NAICS code 721110. Key contract requirements include providing up to 210 lodging rooms per session, approximately 10,000 square feet of configured conference and meeting spaces, food and beverage services, audiovisual and technology equipment with high-speed internet, dedicated storage space, and customer support from 6:00 AM to 7:00 PM. The evaluation will occur in two phases, with Phase One assessing technical capability, past performance, and key personnel on a pass/no-pass basis, and Phase Two evaluating site visit performance and pricing to determine best value. The presolicitation conference was held on March 31, 2026, from 9:00 AM to 12:00 PM CT, with formal RFQ submission anticipated by mid-April 2026 and award expected in May 2026.

This procurement carries no set-aside designation and represents a continuation of a 25-year program previously performed in Dallas, Texas, with the current contract held by a small business management consulting firm that subcontracted Hilton Dallas Lincoln Centre. The resulting contract will be a single award to the best value hotel for a five-year period consisting of a six-month base period (May 1 through October 31, 2026) and four 12-month option periods plus one additional six-month option period, subject to fund availability. The requirement anticipates approximately 15 UCE sessions over the contract duration, scheduled three times annually at desired dates in April, July, and October, with an estimated total of 3,150 lodging room nights across all sessions. Pricing will be structured on a firm-fixed-price basis with separate line items for business/audiovisual/technology equipment, food and beverage, and conferencing/meeting and lodging rooms. Quoters must demonstrate compliance with the Hotel and Motel Fire Safety Act, Americans with Disabilities Act accessibility standards, and comprehensive cybersecurity requirements, with site visits anticipated for late April or early May 2026.

This presolicitation notice is for market research purposes only.  The requirement is unrestricted in size, however, the primary invitees are representatives of large hotel properties (Contractor); not agents or management firms, located in the Dallas-Fort Worth (DFW) Metroplex or Chicago Metropolitan (ORD) area.

The Office of the Comptroller of the Currency (OCC) will be hosting a virtual Presolicitation Conference on Tuesday, March 31, 2026 from 9:00 AM CT to 12:00 PM CT to promote early exchanges of information about the upcoming hotel occupancy for conferencing and lodging (HOCL) requirement.  This requirement is anticipated to businesses registered in the System for Award Management (SAM.gov) asserted under the NAICS code 721110 - Hotels (except Casino Hotels) and Motels, pursuant to the Federal Acquisition Regulation (FAR) Subpart 13.5 procedures.

Interested participants are encouraged to review all DRAFT documents, including the Draft RFQ and its applicable attachments and exhibits, for guided details.  Interested participants are also required to pre-register using the OCC web link: OCC HOCL Presolicitation Conference (see attached invite) and submit the HOCL Presolicitation Conference Registration Attachment.  All eligible hotel representatives will receive a link via email to the virtual meeting location at least 24-hours prior to the meeting start.
