About this opportunity

The Office of the Comptroller of the Currency (OCC) is soliciting quotations for Hotel Occupancy for Conferencing and Lodging (HOCL) Support services to the Uniform Commission Examination (UCE) Program under FAR 13.5 simplified acquisition procedures. The procurement seeks a single hotel contractor to provide comprehensive venue and lodging services including up to 210 guest rooms per session week, approximately 10,000 square feet of dedicated conference and meeting space, food and beverage services, audiovisual and technology equipment, secure storage, and administrative support at a single property location. Key contract requirements include FAR Service Contract Labor Standards compliance, Americans with Disabilities Act compliance, Hotel and Motel Fire Safety Act compliance with FEMA identification, Section 508 IT accessibility standards, and OCC security and privacy requirements for controlled unclassified information. The evaluation will be conducted in three phases: Phase One assesses technical capability and key personnel qualifications on a Go/No-Go basis; Phase Two evaluates past performance (rated as Substantial Confidence, Satisfactory Confidence, or Limited/No Confidence) and pricing; and Phase Three requires a mandatory site visit for Go/No-Go determination. Questions regarding the solicitation must be submitted by 12:00 PM ET on April 7, 2026, with quotation packages due by 12:00 PM ET on April 17, 2026.

This is an unrestricted procurement with no set-aside designations, representing a recompete of expiring contract 2031JW21C00007. The hotel location must be situated within a 25-mile radius of either Dallas/Fort Worth International Airport (DFW) or Chicago O'Hare International Airport (ORD), with both locations qualifying as acceptable performance sites. The contract type is firm-fixed-price with a base period of six months (May 1, 2026 through November 30, 2026) followed by four 12-month option periods and one final 6-month option period, extending through May 2031 if all options are exercised, for a total potential five-year contract duration. The government estimates approximately 15 UCE sessions over the contract period, requiring approximately 3,150 total guest rooms and extensive conferencing facilities with specialized configurations for testing, panel interviews, and administrative functions. Award will be made on a best-value basis with preference favoring high past performance over lower cost, and if a large business is selected, submission of a Commercial Plan is required rather than a traditional Subcontracting Plan.
