About this file
This is a Questions and Answers worksheet from the presolicitation conference held on March 31, 2026, for the Office of the Comptroller of the Currency (OCC) Hotel Occupancy for Conferencing and Lodging (HOCL) Support requirement (Solicitation #2031JW26N00008). The document addresses industry inquiries regarding the upcoming formal RFQ release and contract award process. The OCC anticipates releasing the RFQ shortly after the presolicitation conference with approximately two weeks for quote submission, with award anticipated in May 2026. The contract will be a single award to the hotel offering the best value to the government for a 5-year period subject to fund availability. The requirement is unrestricted in size and seeks HOCL support including internet, configured conferencing rooms, food and beverage services, and dedicated storage space at properties located within 25 miles of Dallas-Fort Worth (DFW) or Chicago O'Hare (ORD) airports.
The Q&A worksheet clarifies that this is not a new requirement but a continuation of a 25-year program previously performed in Dallas, Texas, with the current contract ending July 2026. The incumbent contractor is a small business management consulting firm that subcontracted the Hilton Dallas Lincoln Centre for the past five years. The OCC has no preference between Dallas or Chicago locations and encourages quotations from either area based on best value. The document confirms that commercial plans are required from Other Than Small Business respondents, site visits are anticipated for late April or early May 2026, and quoters should indicate in their proposals whether complimentary lodging for up to four rooms for one night during site visits will be provided. The timeline between award and the July UCE session period may be compressed, allowing for alternative dates in July or early August as feasible.

| 1 | General | With consideration to the acquisition timeline, when will the RFQ be released and when will the time be for quote submission? | Due to procurement sensitivities, a specific release date of the RFQ cannot be provided at this time. However, the OCC anticipates the award will be made within May of 2026. The RFQ will be made available not long following the HOCL presolicitation conference. The OCC further anticipates the posting will be for approximately 2 weeks. |
Potential Quoters should be aware that the timeline between award and the July UCE Session period may be compressed, therefore, alternative dates may be proposed for the initial UCE Session period (in July or early August) as feasible.
| 2 | Attachment E | N/A | N/A | Is there a need to duplicate the entry for the second PP record | The OCC Attachment E response tabs for properties proposed #1 through #3 have included space and fields for completing the two required records per tab. Potential Quoters must scroll down below to the next entry that is separated by the blue row for entering in the second Past Performance record. Therefore, no recreating or duplicating the initial record template is required as it has been made available. |
| 3 | General | Is this a new requirement for hotel occupancy for conferencing and lodging, when was the requirement (e.g., for 1 or 2 years) and where (e.g., location) and the incumbent (e.g., name)? | No, the HOCL Support for the UCE Program is not a new requirement. Though the format and flow have changed tremendously, much of the scope of work remains. The OCC UCE Program has had similar HOCL Support contracts, with 5-year terms, for the last 25 years. The Dallas, TX location is where the last 20 years of the UCE Sessions have been hosted. The incumbent Contractor is a Small Business management and consulting firm that has subcontracted the Hilton Dallas Lincoln Centre for the last 5 years; noting the current contract ends in July of 2026. | ||
| 4 | General | What is the likelihood of the change being made from Dallas to Chicago for this requirement? | The OCC has no preference of Dallas over Chicago or Chicago over Dallas, as both are within the mid-U.S. location. Award will be made based on the Quoter presenting the overall best value to the OCC for supporting the HOCL requirements at a reasonable price. |
Historically, the requirement has been performed in the Dallas, TX area due to its central location and its airport accessibility, which supports efficient travel with frequent flight options. This has made it a practical location for participants traveling from across the country.
The continued use of the Dallas, TX area for the OCC's UCE Sessions over the last 20 years is a direct result of limited competition and lack of interest from other areas. The OCC welcomes interest from other cities and encourages potential Quoters to submit its quotation package for either the Dallas, TX or Chicago, IL locations, as long as the proposed property is within a 25-mile radius of DFW or ORD airports.
| 5 | General | Would a commercial or subcontracting plan be required? | Based on the details obtained during market research, only commercial plans should be submitted by Other Than Small Businesses responding to the formal HOCL solicitation. | ||
| 6 | Attachment F | N/A | N/A | Do you have a timeline for site inspections? | |
| Due to the anticipated May 2026 award date, the OCC further anticipates Site Visit(s) to occur around the very end of April or early May of 2026. |
Additionally, following formal HOCL solicitation release, the OCC requests that Quoters include in its quotation package response whether lodging for up to four (4) rooms during the Site Visit would be provided complimentary for one (1) night.
