About this file

This file is a Questions and Answers (Q&A) document containing responses to an offeror's Request for Clarifications (RFC) submitted during the solicitation period for USNS WALLY SCHIRRA (T-AKE 8) FY27 Mid-Term Availability (MTA). The Q&A addresses 12 clarification requests received between October 1-5, 2026, with answers provided on October 2, 5, and 6, 2026, across three amendments to the solicitation.

Key technical clarifications addressed include: vessel operating draft specifications (expected 9 meters), alternatives to electrical shore power using portable generators (approved if amperage requirements are met), mobile phones as alternative to telephone cable lines (acceptable if basic requirements are met), tank cleaning and gas-freeing scope limited to only those marked with "X" in Enclosure 2.2.1, Woodward Governor maintenance specifications with accompanying photographs, motor capacities for various pumps and fans (ranging from 1/3 HP to 100 HP), and exterior platform preservation requirements on the 04 level with staging on the 03 level. Administrative matters addressed include confirmation that oil replacement for the cargo crane is contractor-furnished material per specification 7.5.1.e, and denial of the offeror's request for proposal submission deadline extension, with the Government maintaining the compressed timeline due to accelerated award schedule requirements to allow mobilization before the Period of Performance begins.

Amendment 000100117.1.1 & 7.1.25GENERAL SERVICES FOR SHIP7.1.1 Electrical Shore Power: Since our proposed Third Party Port does not have the capacity to provide Electrical Shore Power as required in the work specifications, we would like to propose to provide portable generators that can meet the requirement. This is the same service that we have provided in the previous availabilities of T-AKE ships. Please confirm if this is acceptable.

7.1.25 Crane, Forklift and Transportation Services: Since the ship will be berthing at Third Party Port, crane charges will not be charged on per lift but on a per day basis. We will provide crane daily at the port during the whole duration of the PoP. This is the same arrangement as what we have provided in the previous availabilities. 7.1.1: This is acceptable if it still meets all amperage requirements.

7.1.25: The Government requests more information prior to answering. How will we break the per lift charges down to a daily rate? Do you see any reason why this would require additional funds?

Amendment 0001SF33N/ASolicitation Due DateWe would like to respectfully request an extension of the deadline for the submission of offers for the subject solicitation.

For MTA packages of similar scope and complexity, we are normally provided approximately one (1) month to prepare a comprehensive and competitive proposal. However, for this solicitation, the proposal preparation period is limited to only fourteen (14) days, which presents a significant challenge in completing the necessary technical, commercial, subcontractor (OEM), and supplier evaluations required for an accurate submission.

In view of the above, we kindly request your consideration of an extension to the proposal submission deadline to allow sufficient time for proper preparation of our offer.Thank you for your request. Solicitation extension requests are not being considered currently. Due to the compressed time frame we must award before the Period of Performance begins, an accelerated award schedule has been established to give the successful Offeror sufficient time to mobilize for production.
