About this file

This is a Request for Clarification (RFC) Answers document containing 17 questions and government responses related to the USNS WALLY SCHIRRA (T-AKE 8) FY27 Mid-Term Availability (MTA) ship repair contract. The questions were submitted between October 1-8, 2026, with answers provided within 24 hours of each submission. Key clarifications address berthing and mooring requirements (9-meter draft expected), electrical shore power (portable generators acceptable if amperage requirements met), IT services (mobile phones acceptable as alternative to cable lines), tank cleaning scope (only tanks marked with "X" in Enclosure 2.2.1 to be cleaned and gas-freed), and equipment specifications for maintenance work including Woodward Governors, motor capacities for vane axial fans (ranging from 15-100HP), air compressors (Start Air Compressor S/N 1601124 and Ship Service Air Compressor S/N 270777), and Material Handling Equipment serial numbers.

Additional clarifications address contractor-furnished materials requirements (such as replacement oils for cargo crane inspection and hydraulic systems), exterior platform preservation work (two 10-foot staging sections per side on lifeboats embarkation decks), gauge calibration scope, and firefighting/life-saving equipment inspection reports. One question regarding solicitation deadline extension was denied, with the government noting an accelerated award schedule was established to allow successful offeror sufficient mobilization time before the Period of Performance begins. A clarification error regarding air compressor quantities was corrected mid-process, changing the requirement from one to two each of Start Air Compressors and Ship Service Air Compressors requiring overhaul.

Amendment 000100117.1.1 & 7.1.25GENERAL SERVICES FOR SHIP7.1.1 Electrical Shore Power: Since our proposed Third Party Port does not have the capacity to provide Electrical Shore Power as required in the work specifications, we would like to propose to provide portable generators that can meet the requirement. This is the same service that we have provided in the previous availabilities of T-AKE ships. Please confirm if this is acceptable.

7.1.25 Crane, Forklift and Transportation Services: Since the ship will be berthing at Third Party Port, crane charges will not be charged on per lift but on a per day basis. We will provide crane daily at the port during the whole duration of the PoP. This is the same arrangement as what we have provided in the previous availabilities. 7.1.1: This is acceptable if it still meets all amperage requirements.

7.1.25: The Government requests more information prior to answering. How will we break the per lift charges down to a daily rate? Do you see any reason why this would require additional funds?

Amendment 0001SF33N/ASolicitation Due DateWe would like to respectfully request an extension of the deadline for the submission of offers for the subject solicitation.

For MTA packages of similar scope and complexity, we are normally provided approximately one (1) month to prepare a comprehensive and competitive proposal. However, for this solicitation, the proposal preparation period is limited to only fourteen (14) days, which presents a significant challenge in completing the necessary technical, commercial, subcontractor (OEM), and supplier evaluations required for an accurate submission.

In view of the above, we kindly request your consideration of an extension to the proposal submission deadline to allow sufficient time for proper preparation of our offer.Thank you for your request. Solicitation extension requests are not being considered currently. Due to the compressed time frame we must award before the Period of Performance begins, an accelerated award schedule has been established to give the successful Offeror sufficient time to mobilize for production.
