About this opportunity
The Department of the Navy's Naval Supply Systems Command, through NAVSUP Fleet Logistics Center Yokosuka Site Chinhae, is soliciting proposals for a firm-fixed-price voyage repair availability for the USNS SACAGAWEA (T-AKE 2), due December 2, 2026. Eligibility is restricted to sources duly authorized to operate and do business in South Korea under DFARS 252.225-7042, and the government anticipates a single award. No set-aside is used. The RFP file summary instead cites electronic submission by December 3, 2026 at 10:00 AM Korea Standard Time, which differs from the December 2 due date field.
Place of performance is Jinhae-gu, Changwon-si, Gyeongsangnam-do, South Korea, with work at the ROKPOG AMMO Pier in Chinhae during a performance period of December 15, 2026 through January 6, 2027, per the RFP file summary. The NAICS code is 336611, Ship Building and Repairing, and the PSC is J999, Non-Nuclear Ship Repair (West).
Work is defined by Work Specification MSCOK 27-001 and Attachment J-1, which lists approximately 80 corrective maintenance and inspection items across nine sections, including hull and structural, propulsion, electrical, communication and navigation, auxiliary machinery, HVAC, and underway replenishment equipment. Attachment J-1 is not posted to SAM.gov. Offerors must contact the listed points of contact to request transmittal via DoD Safe, including their UEI number. Offerors must be registered in SAM.gov to be eligible for award.
Pricing requires accurate manhours, material lists, quantities, and other direct costs, submitted in Attachment J-3. Proposals with excessive or insufficient resources may be deemed technically unacceptable and excluded. The fully burdened labor rate and material handling rate in Attachment J-2 apply to future growth and new work during the availability and up to three months after contract completion. The government furnishes property per a listed GFP inventory.
Evaluation uses lowest price technically acceptable methodology with acceptable past performance considerations. Offerors may submit past performance for no more than three recent and relevant contracts involving U.S. Navy, ROK government, or similar commercial vessel repair work.
The solicitation incorporates clauses on Republic of Korea occupational safety and health laws, tax exemptions under the U.S.-ROK Status of Forces Agreement, and restrictions on employment of active-duty Navy personnel. Payment is made via Wide Area WorkFlow in U.S. dollars. No ceiling value and no incumbent are named in the source.
