About this file
This file is a Request for Clarification (RFC) Tracker containing questions and answers exchanged between offerors and the Government regarding Solicitation N0040627R0004 for USNS WALLY SCHIRRA (T-AKE 8) FY27 Mid-Term Availability (MTA). The tracker documents 16 clarification requests received between October 1-7, 2026, with responses provided on the same dates across four amendments. Key technical clarifications addressed include vessel draft specifications (9 meters expected), electrical shore power requirements (portable generators acceptable if meeting amperage requirements), crane services transition from per-lift to daily rate pricing, mobile phone alternatives for IT services, tank cleaning scope limited to marked tanks, Woodward Governor maintenance specifications with photographic documentation, motor capacity specifications for various equipment (vane axial fans ranging from 15-100 HP, ASD fan motors at 1/3 HP), gauge calibration references, and firefighting system inspection documentation. The Government declined to extend the proposal submission deadline due to an accelerated award schedule tied to the Period of Performance start date. Additional clarifications specified that oil replacement for cargo crane inspection is contractor-furnished material, exterior platform preservation requires sectional staging on two sides approximately 10 feet high, air compressor serial numbers are available for the scope of work, weatherdeck preservation encompasses approximately 21,000 square feet for both painting and blasting operations, and last inspection reports for firefighting and life-saving systems are available. The solicitation is for non-commercial ship repair services under NAICS 336611 with a firm fixed price contract structure and full and open competition.

| Amendment 0001 | 0011 | 7.1.1 & 7.1.25 | GENERAL SERVICES FOR SHIP | 7.1.1 Electrical Shore Power: Since our proposed Third Party Port does not have the capacity to provide Electrical Shore Power as required in the work specifications, we would like to propose to provide portable generators that can meet the requirement. This is the same service that we have provided in the previous availabilities of T-AKE ships. Please confirm if this is acceptable. |
7.1.25 Crane, Forklift and Transportation Services: Since the ship will be berthing at Third Party Port, crane charges will not be charged on per lift but on a per day basis. We will provide crane daily at the port during the whole duration of the PoP. This is the same arrangement as what we have provided in the previous availabilities. 7.1.1: This is acceptable if it still meets all amperage requirements.
7.1.25: The Government requests more information prior to answering. How will we break the per lift charges down to a daily rate? Do you see any reason why this would require additional funds?

| Amendment 0001 | SF33 | N/A | Solicitation Due Date | We would like to respectfully request an extension of the deadline for the submission of offers for the subject solicitation. |
For MTA packages of similar scope and complexity, we are normally provided approximately one (1) month to prepare a comprehensive and competitive proposal. However, for this solicitation, the proposal preparation period is limited to only fourteen (14) days, which presents a significant challenge in completing the necessary technical, commercial, subcontractor (OEM), and supplier evaluations required for an accurate submission.
| In view of the above, we kindly request your consideration of an extension to the proposal submission deadline to allow sufficient time for proper preparation of our offer. | Thank you for your request. Solicitation extension requests are not being considered currently. Due to the compressed time frame we must award before the Period of Performance begins, an accelerated award schedule has been established to give the successful Offeror sufficient time to mobilize for production. | |||
