About this file
This is a Questions and Answers (Q&A) document for Amendment 0001 and Amendment 0002 of the USNS WALLY SCHIRRA (T-AKE 8) FY27 Mid-Term Availability (MTA) solicitation (N0040627R0004). The document contains twelve clarification responses addressing offeror questions received between October 1-5, 2026, covering technical specifications and operational requirements for mid-term ship repair and maintenance services.
Key technical clarifications approved include: acceptance of portable generators as an alternative to shore electrical power if amperage requirements are met; acceptance of mobile phones as an alternative to existing telephone cable lines; confirmation that only tanks marked with an "X" in Enclosure 2.2.1 will be cleaned and gas-freed; and specifications for equipment motors (Vane Axial Fans M1-M4 ranging from 15-100 HP, ASD fan motors at 1/3 HP). The Government declined to extend the 14-day proposal submission deadline despite the compressed timeline for this complex maintenance availability package. Additional responses clarified that contractor-furnished materials will include all required replacement oils for crane inspection and maintenance, and provided staging requirements for exterior platform preservation work (two sections per side, approximately 10 feet high). The Government indicated it would provide additional information regarding Woodward Governors specifications and motor capacities for pump overhaul work, along with calibration lists in Amendment 0001.

| Amendment 0001 | SF33 | N/A | Solicitation Due Date | We would like to respectfully request an extension of the deadline for the submission of offers for the subject solicitation. |
For MTA packages of similar scope and complexity, we are normally provided approximately one (1) month to prepare a comprehensive and competitive proposal. However, for this solicitation, the proposal preparation period is limited to only fourteen (14) days, which presents a significant challenge in completing the necessary technical, commercial, subcontractor (OEM), and supplier evaluations required for an accurate submission.
| In view of the above, we kindly request your consideration of an extension to the proposal submission deadline to allow sufficient time for proper preparation of our offer. | Thank you for your request. Solicitation extension requests are not being considered currently. Due to the compressed time frame we must award before the Period of Performance begins, an accelerated award schedule has been established to give the successful Offeror sufficient time to mobilize for production. | |||
