About this file
This is a Questions and Answers (Q&A) document from Amendment 0001 to Request for Clarifications (RFC) for solicitation N0040627R0004, addressing 10 offeror inquiries regarding the USNS WALLY SCHIRRA (T-AKE 8) FY27 Mid-Term Availability (MTA) contract. The document contains clarifications on technical specifications, work scope requirements, and scheduling related to afloat ship repair services.
Key technical clarifications addressed include confirmation that the vessel's target lightest operating draft is 9 meters, that portable generators are acceptable as an alternative to shore-provided electrical power if amperage requirements are met, and that mobile phones are acceptable as a telecommunications alternative if basic requirements are satisfied. For tank cleaning operations, the Government confirmed only tanks marked with an "X" in the Arrival Condition column of Enclosure 2.2.1 will be opened and gas-freed. Specific motor capacity information was provided for equipment overhauls, including vane axial fans rated at 100HP (M1), 75HP (M2), 15HP (M3), and 75HP (M4), and ASD fan motors rated at 1/3 HP. The Government deferred responses on additional details regarding Woodward Governor specifications, per-lift to daily crane rate conversions, and calibration reference lists, indicating these would be provided separately. Notably, the Government rejected an offeror request for a solicitation deadline extension, citing the need for an accelerated award schedule to allow the successful contractor sufficient mobilization time before the Period of Performance begins. The 14-day proposal preparation window was maintained as mandatory.

| Amendment 0001 | 0011 | 7.1.1 & 7.1.25 | GENERAL SERVICES FOR SHIP | 7.1.1 Electrical Shore Power: Since our proposed Third Party Port does not have the capacity to provide Electrical Shore Power as required in the work specifications, we would like to propose to provide portable generators that can meet the requirement. This is the same service that we have provided in the previous availabilities of T-AKE ships. Please confirm if this is acceptable. |
7.1.25 Crane, Forklift and Transportation Services: Since the ship will be berthing at Third Party Port, crane charges will not be charged on per lift but on a per day basis. We will provide crane daily at the port during the whole duration of the PoP. This is the same arrangement as what we have provided in the previous availabilities. 7.1.1: This is acceptable if it still meets all amperage requirements.
7.1.25: The Government requests more information prior to answering. How will we break the per lift charges down to a daily rate? Do you see any reason why this would require additional funds?

| Amendment 0001 | SF33 | N/A | Solicitation Due Date | We would like to respectfully request an extension of the deadline for the submission of offers for the subject solicitation. |
For MTA packages of similar scope and complexity, we are normally provided approximately one (1) month to prepare a comprehensive and competitive proposal. However, for this solicitation, the proposal preparation period is limited to only fourteen (14) days, which presents a significant challenge in completing the necessary technical, commercial, subcontractor (OEM), and supplier evaluations required for an accurate submission.
| In view of the above, we kindly request your consideration of an extension to the proposal submission deadline to allow sufficient time for proper preparation of our offer. | Thank you for your request. Solicitation extension requests are not being considered currently. Due to the compressed time frame we must award before the Period of Performance begins, an accelerated award schedule has been established to give the successful Offeror sufficient time to mobilize for production. |
