About this file

This file is a Request for Clarifications (RFC) Questions and Answers document for the USNS WALLY SCHIRRA (T-AKE 8) FY27 Mid-Term Availability (MTA) contract opportunity. The document contains 23 RFC entries with questions submitted by potential offerors between October 1-8, 2026, and corresponding government responses provided through Amendment 0006 (issued October 13, 2026). The RFCs address technical specifications, equipment details, work item clarifications, and contractual requirements across various ship repair and maintenance work items for the T-AKE 8 vessel.

Key technical clarifications include vessel operating draft specifications (9 meters), electrical shore power alternatives via portable generators, mobile phone communications as alternatives to cable lines, tank cleaning and gas-freeing procedures (only tanks marked with "X" in arrival condition), equipment specifications (Woodward Governors, air compressors, vane axial fans with horsepower ratings, crane services), and material handling equipment requirements. Administrative clarifications address solicitation deadline extension requests (denied), pricing methodology for work items with compressed timeframes, oil replacement and contractor-furnished material requirements, FOB destination delivery terms and contractor responsibilities, warranty notification procedures (90-day notification window from discovery), and compliance requirements for foreign contractors regarding FAR/DFARS clauses, cost accounting standards applicability, proposal adequacy checklists, and supporting documentation for contractor responsibility. Amendments 0001-0006 also included revised specifications for Work Items 0452 and 0501, revised J-3 contractor price breakdown, and photographic documentation of equipment. The responses indicate this is a firm fixed-price (FFP) competitive solicitation for non-commercial ship repair services using full and open competition procedures.

Amendment 000100117.1.1 & 7.1.25GENERAL SERVICES FOR SHIP7.1.1 Electrical Shore Power: Since our proposed Third Party Port does not have the capacity to provide Electrical Shore Power as required in the work specifications, we would like to propose to provide portable generators that can meet the requirement. This is the same service that we have provided in the previous availabilities of T-AKE ships. Please confirm if this is acceptable.

7.1.25 Crane, Forklift and Transportation Services: Since the ship will be berthing at Third Party Port, crane charges will not be charged on per lift but on a per day basis. We will provide crane daily at the port during the whole duration of the PoP. This is the same arrangement as what we have provided in the previous availabilities. 7.1.1: This is acceptable if it still meets all amperage requirements.

7.1.25: The Government requests more information prior to answering. How will we break the per lift charges down to a daily rate? Do you see any reason why this would require additional funds?

Amendment 0001SF33N/ASolicitation Due DateWe would like to respectfully request an extension of the deadline for the submission of offers for the subject solicitation.

For MTA packages of similar scope and complexity, we are normally provided approximately one (1) month to prepare a comprehensive and competitive proposal. However, for this solicitation, the proposal preparation period is limited to only fourteen (14) days, which presents a significant challenge in completing the necessary technical, commercial, subcontractor (OEM), and supplier evaluations required for an accurate submission.

In view of the above, we kindly request your consideration of an extension to the proposal submission deadline to allow sufficient time for proper preparation of our offer.Thank you for your request. Solicitation extension requests are not being considered currently. Due to the compressed time frame we must award before the Period of Performance begins, an accelerated award schedule has been established to give the successful Offeror sufficient time to mobilize for production.

Amendment 00060452N/ACIVILIAN MARINER (CIVMAR) WIRELESS INTERNET (WIN) INSTALLATION T-ALT 689RThe J-3 spreadsheet (row 132-135) format seems wrong on WI 0452 CIVILIAN MARINER (CIVMAR) WIRELESS INTERNET (WIN) INSTALLATION T-ALT 689R of Category "B", on which I have to input price per day and automatically calculate 15 times of daily price on total.

As shown on the work spec., the work items doesn't take fifteen (15) days and can't evenly calculate the price daily basis, as the work item is "unit work", differently with general services of continuation.

Please check and advise in return, with revised J-3 file if required.A revised J-3 Contractor Price Breakdown is attached in Amendment 0006 revising WI 0452 from CAT B to CAT A. There is also a revised WI 0452 specification reflecting the corrected CAT A designation.

Amendment 0006SF33N/ASolicitation Section F

FAR 52.247-34 F.o.b. Destination.

Clarification of “Destination and Place of Performance” and Contractor’s role & responsibility Typically, the solicitations we have reviewed have specified FOB Origin as the applicable delivery term. However, the subject solicitation specifies FOB Destination.

FOB Origin and FOB Destination are clearly different delivery terms. Under the generally understood meaning of FOB Destination, the Contractor is responsible for the transportation of the supplies to the designated destination, with risk of loss and title generally remaining with the Contractor until delivery at the specified destination.

However, upon reviewing the ‘Line Item Guide’ quoted below, we identified information that appears to be inconsistent with the general understanding of the ‘FOB Destination’ term described above.

[Line Item Guide Page 41]

Specifically, on Section 13, “Destination and Place of Performance (Uniform Contract Format Section F),” states that the destination and place of performance identify where a supply is to be delivered or where a service is to be performed. It further indicates that, for services, the place of performance may require identification of the physical location where the work is to be performed.

In this regard, we would appreciate clarification as to how “Destination and Place of Performance” under Section 13 should be interpreted in conjunction with the FOB Destination delivery term specified in the solicitation.

Specifically, please clarify the Contractor’s roles and responsibilities under the FOB Destination term, including, but not limited to, transportation, risk of loss, and responsibility for delivery to the designated destination/place of performance.

Please also clarify whether the “Destination” identified under Section 13 is intended to represent the same physical location as the Contractor’s place of performance, or whether these are separate and distinct requirements under this solicitation.Contractors should bid based on the location of their respective shipyard. All Contractor Furnished Material (CFM) delivery responsibilities will be placed on the contractor to ensure material is delivered to the ship’s location. The “Destination,” identified under Section 13 is intended to represent the same physical location as the Contractor’s place of performance.
2010/8/2610/13/2026
Amendment 0006SF33N/ASolicitation Section I

FAR 52.246-19 Warranty of Systems and Equipment under Performance Specifications or Design Criteria.

Clarification of Warranty Conditions 1. The clause “(b) Contractor’s obligations – (1) The Contractor’s warranties under this clause shall apply only to those defects discovered by either the Government or the Contractor” is clear in contract terms.

Please clarify what “TBD AT AWARD” means at the end of the clause.

2. According to DFARS 252.217-7013 Guarantees, warranty period is “90 days” from the date of redelivery of the vessel(s).

Please clarify how to interpret the clause “(b) Contractor’s obligations – (3) the Contracting Officer shall promptly notify the Contractor of the defect, in writing, within 90 calendar days after discovery of the defect.” in conjunction with the warranty period description on DFARS 252.217-7013. 1. The term “TBD AT AWARD,” was included in clause FAR/RFO 52.246-19 Warranty of Systems and Equipment under Performance Specifications or Design Criteria as an error. It should read, “within 90 days from the date of redelivery of the vessel(s),”. This has been corrected in Amendment 0006.

2. The ninety (90) day notification clause is the "reporting administrative window"—it gives the Contracting Officer (CO) up to ninety (90) days from the actual day of discovery to formally put the Contractor on notice. The notification requirement cannot extend the overall warranty window; it merely defines how quickly the Government must act once a valid defect is discovered.

Amendment 0006SF33N/ASolicitation Section K

Various Clauses

Application of FAR/DFARS on Foreign Contractor Above five (5) FAR/DAFRS regulations are newly added on the Solicitation, differently with the Solicitations issued by FLCY Singapore site before, and we can’t fill out the check boxes on the Solicitation because our company is operating in Republic of Korea under Korean regulation, not United States.

Our understanding is that Cost Accounting Standard (CAS) doesn’t apply to firm-fixed-price (FFP) contracts awarded on the basis of adequate price competition.

Please clarify if the regulations are applied to foreign entities with the FFP based competitive bidding process and how to prepare the bidding document.

These clauses apply as context dictates and are included to ensure compliance for any contractors subject to these requirements. After proposal evaluation, any clauses that are not applicable will be removed from the award.

Amendment 0006SF33N/ASolicitation Section L

L-3.4 VOLUME 4

Clarification of Supporting Documentation per RFO Subpart 9.1 The clause “4. Documentation supporting general contractor responsibility per RFO Subpart 9.1.” is newly added on the Solicitation, differently with the Solicitations issued by FLCY Singapore site before.

Please clarify what kind of supporting documentation is required to support general contractor responsibility per RFO Subpart 9.1, as active MSRA holder.Supporting documentation includes but is not limited to competitive material quotes, competitive subcontractor quotes, previous purchases, and historical awards. Contractors must submit verifying documentation to justify that the proposed pricing is fair and reasonable.

Amendment 0006SF33N/ASolicitation Section L

DFARS 252.215-7993 Proposal Adequacy Checklist Requirement

Checklist Completion Requirement The requirement of proposal adequacy checklist completion is newly added on the Solicitation, differently with the Solicitations issued by FLCY Singapore site before.

Please clarify if the checklist completion is required for foreign entities with a competitive bidding process of which place of performance is OCONUS. Yes, please complete the checklist as this is intended to ensure contractors proposals are in line with solicitation requirements.
