About this opportunity
The National Park Service seeks rehabilitation of underground utility systems at Bandelier National Monument in New Mexico, with proposals due July 23, 2026, and questions due July 9, 2026. This is an unrestricted full and open competition; no set-aside applies.
Place of performance is Bandelier National Monument, Los Alamos, New Mexico, spanning three developed areas: Mesa Top, Entrance Road, and Frijoles Canyon, plus Los Alamos National Laboratory right-of-way. Work includes replacement of potable water distribution mains and laterals; primary electrical distribution systems transitioning to three-phase service from Los Alamos National Laboratory; natural gas distribution lines; sanitary sewer pipes and components; fiber-optic cable installation; and cellular network remote monitoring systems. A new 24,000-gallon below-grade water storage tank with adjacent canyon mechanical building will be constructed at Entrance Road. All work must comply with Secretary of the Interior Standards for Historic Preservation within two National Register Historic Places districts. The project involves 60-year-old deferred-maintenance systems and requires coordination with Los Alamos County and Los Alamos National Laboratory for utility connections and outages. Archaeological and tribal monitoring is mandatory; contractor is prohibited from installing bolts or anchors in cliff faces. Work is limited to 7:00 a.m. to dusk Monday through Friday, with peak visitor season restrictions (May–October). The park remains open to visitors throughout construction.
The contract comprises six base contract line items (CLINs 0001–0006) and fifteen optional line items (Options A–O) on a lump-sum basis, except rock excavation which is unit-priced per cubic yard. Performance period is 910 calendar days from notice to proceed. Prevailing wage rates apply under Davis-Bacon requirements for Santa Fe County, New Mexico. Liquidated damages are $1,705 per calendar day for schedule delays. Performance and payment bonds at 100% of contract price are required, along with a bid guarantee of 20% of total proposal price not to exceed $3,000,000.
Evaluation uses best-value tradeoff with five factors: Project Experience & Technical Competency, Technical Approach & Schedule, Management Approach, and Past Performance weighted equally and more important than Small Business Participation. Pricing is evaluated for fair and reasonableness and holds approximately equal weight to combined non-price factors. Large business offerors must submit acceptable subcontracting plans targeting Small Businesses (53%), Small Disadvantaged Businesses (35%), Women-Owned Businesses (5%), HUBZone (3%), Service-Disabled Veteran-Owned Businesses (5%), and Indian Small Business Economic Enterprises (12%). Proposals must be submitted electronically in two volumes: Volume I (technical) and Volume II (business and price), with strict file size limitations. NAICS code is 237110, Water and Sewer Line and Related Structures Construction; PSC code is Y1NZ, Construction of Other Utilities. The project is currently unfunded with expectation that funds will become available.
