About this file
This is an addendum to a federal construction contract for the Bandelier National Monument project, issued by Jacobs Engineering Group Inc. on April 2, 2026. The addendum addresses critical roadway and drainage issues identified after the original construction documents were released and encompasses work within optional CLIN O.
The addendum includes four primary scope additions and updates: (1) Culvert Repairs—excavation and restoration of a 24-inch corrugated metal pipe under Entrance Road near the Visitor Center with historic stone headwall repairs, requiring tree protection measures for an adjacent ponderosa pine; (2) Erosion Repairs—rehabilitation of guardrail and reconfiguration of roadside drainage approximately 1,500 feet southeast of the Agoyo Lane intersection, including installation of a new concrete channel and regrading of existing drainageway; (3) LANL Utility Coordination—incorporation of Los Alamos National Laboratory review comments regarding construction and demolition of electrical infrastructure (CTs, PTs, metering enclosures, duct banks, pole structures, and transformers) and contractor coordination requirements for water, gas, and electrical utilities added to specification 01 31 00; and (4) Cottonwood Comfort Station Sewer Profile—revision of sanitary sewer line profile based on updated topographic survey elevations. Additionally, Technical Specification 01 33 23 was updated to require contractors to submit a submittal log and schedule at project start and monthly thereafter. The addendum includes 13 updated drawings and 8 updated or new specifications addressing these changes.

BAND 266697 Addendum 01
Jacobs Engineering Group Inc.
April 2, 2026
1. Summary
This addendum addresses two areas with critical roadway and drainage issues at Bandelier National
Monument identified after construction documents were issued for the main project. The scope for these areas is encompassed within optional CLIN O. Further detail on the two areas of concern is included below.
The addendum also includes updated site utility sheets that have been revised per new utility coordination information received from Los Alamos National Laboratory (LANL) and from updated survey.
1.1 Culvert Repairs
Under Entrance Road near the Visitor Center exists a 24-inch corrugated metal pipe (CMP) with historic mortared stone headwalls at both the inlet and outlet. The CMP, approximately 60 feet long and is in fair condition. The inlet side is completely buried and does not capture stormwater flows and requires excavation to uncover and restore the original drainage pattern. The existing historic stone headwall at the inlet is in poor condition and will require repairs. Adjacent to the inlet is an existing ponderosa pine tree in good condition and every effort should be made to not adversely impact its health or stability. The location and depth of the inlet headwall are based off of measurements provided by National Park Service staff who were able to partially uncover it after a supplemental topographic survey of the site was already completed.
1.2 Erosion Repairs
Along Entrance Road, approximately 1500 feet southeast of the intersection with Agoyo Lane exists a section of guardrail along the north side of the road. Within the guardrail there is an area where the earth has eroded away and has resulted in the loss of two support posts. The rehabilitation of this area includes repairing components of the guardrail as well as reconfiguring the roadside drainage pattern to better direct flows away from the guardrail. Reconfiguration of the drainage pattern is achieved through a new concrete channel, repairing and regrading an existing drainageway.
1.3 LANL Utility Coordination
ES-UI Power Engineering group of LANL provided review comments of the Stamped bid documents in
February 2026. As a result, additional construction and demolition language was added to two of the electrical drawings in reference to construction of CTs, PTs, pad-mounted metering enclosures and primary duct bank/conduit, and demolition H-frame pole structures and dead-end pole and pole mounted transformer. Additional contractor coordination requirements related to water, gas, and electrical utilities were added for the specification 01 31 00 Project Management and Coordination.
LANL provided review comments of the new natural gas loads of the Stamped bid documents in February
2026. It was determined that only the gas regulator at the Triplex building on the Mesa Top needed replacement. Since it will be replaced by Bandelier staff prior to construction of this project, no changes were made to the drawings or technical specifications.
1.4 Cottonwood Comfort Station Sewer Profile
The profile of the sanitary sewer line between Cottonwood Comfort Station and the receiving manhole was revised as a result of updated topographic survey elevations of the bridge.
1.5 Submittal Procedure Technical Specification Update
To assist NPS to knowing that the Contractor is providing all required submittals and in a timely manner, Technical Specification 01 33 23 Submittal Procedures was updated to require a submittal log and schedule of submittals to be provided at the start of the project and monthly thereafter.
